County appoints three to volunteer boards

SANDPOINT — Three community members were appointed to serve on Bonner County advisory boards, filling vacant positions on the Waterways Advisory Committee and the Zoning Commission.  

During a Dec. 9, Tuesday business meeting, county commissioners unanimously approved Mark Knapp and Jennifer Arn to sit on the Waterways Advisory Committee. Both terms, starting Dec. 9, 2025, will run through Dec. 9, 2027.  

The pair participated in a public interview process, Nov. 11, and were chosen to fill the following vacancies — Knapp, Sagle area; Arn, Priest River area.  

Members of the advisory board meet quarterly, representing the lakes and bodies of water within Bonner County. The committee makes recommendations to county commissioners regarding waterway issues and other applicable topics.  

Knapp volunteered for the committee because of his interest in the Bonner County waterways, as he said it’s the main reason he resides in the county. He additionally shared that he often volunteers with Fish and Game on the lake and is interested in supporting the community surrounding and on the waterways.  

Arn volunteered due to her lengthy history and research relating to water rights and public access to county waterways. Through her work of preserving public access, which has resulted in two bills in the Idaho Legislature, Arn aims to give back to the citizens, making it easier for them to enjoy public waters. 

For the Zoning Commission, James Pound was voted to serve the remainder of a vacant term, which expires Sept. 30, 2026.  

The zoning commission is responsible for holding quasi-judicial hearings for applicant-initiated land use requests.  

Pound volunteered for the board because of his history in land use projects, notably working in Alaska with a land-grant college. He hopes to help make land use decisions that are made in the best interest of both the people and the county.
