Notice of Application & Proposed Mitigated Determination of NonSignificance - Date of Notice: December 19, 2025. Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on July 7, 2025, from Lisa Jacobi-Meyer (Designated Contact: Dominic Anzelini, 4930 Rd 3.7 NE Moses Lake, WA 98837) and was found to be technically  complete on December 16, 2025. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. The project requires minimum mitigation at a rate of 1:1 for all new developments to ensure no net loss of shoreline ecological function (approximately 31,250 sq. ft. of seed spread) 3. Best management practices for control of erosion and sedimentation shall be implemented for the project. 4. Implementation and adherence to an  Inadvertent Discovery Plan (IDP). 5. No excavations or driving of heavy equipment will take place on the pathway. 6. Dock materials will be transported to the site by water. 7. Dock will be connected to land with a metal gang plank that will rest on a gravel pad. PROJECT: The applicant is proposing the installation of a private moorage facility consisting of a 5’ wide gravel path from the existing home to the proposed dock, 4’ x 40’ walkway that will land on the end of the 352 sq. ft. gravel path, and an 8’x24’ dock. ADDITIONAL PERMITS REQUIRED: None. LOCATION: The site address of the property is 7756 Shorecrest Rd NE, Moses Lake, WA 98837. Parcel # 16-1682-013. SHORELINE DESIGNATION: Shoreline Residential. PRESENT ZONING: Shoreline Development 1 (SD1). STUDIES REQUIRED: Cultural Resources, Priority Habitat, Wetland Delineation, Wetland Buffer Mitigation. GRANT COUNTY PORT DISTRICT NO. 1 REQUEST FOR PROPOSALS   NOTICE IS HEREBY GIVEN that the GRANT COUNTY PORT DISTRICT NO. 1 (Port of Quincy) is soliciting proposals for construction administration and management services during the construction of the Quincy Municipal Airport Lighting System, PAPI & Windcone Project.   SCOPE AND NATURE OF WORK: To provide construction administration and management services during all elements of the project. Professional services anticipated include Contract Administration and Construction Observation.
