Request for Proposals to Conduct Herbicide Applications on the Bed of Flathead Lake The project goal is to treat flowering rush on the bed of Flathead Lake in 2025 in a safe, effective, and timely manner. Treatments are for lands lying within the Flathead Indian Reservation. The Salish Kootenai College Extension Program (SKCE) is seeking a qualified commercial applicator(s) to perform herbicide applications on flowering rush during the Flathead Lake drawn down period. The application window is approximately March 15 through April 30, depending on climatic conditions and Flathead Lake filling rate. The work consists of treating approximately one hundred sites along 62 miles of shoreline, ranging in size from .1 to 3 acres. STUDY COMMISSION TIMETABLE  Study Commission of the City of Polson, Montana Timetable for Study Commission Deliberation and Actions  This timetable for the deliberations and actions of the Polson Study Commission is established as required by 7-3-186. MCA for the purpose of assuring full public information concerning the Local Government Review process in our city and enabling informed citizens participation.  All meetings of the Study Commission are open to the public. Regular monthly meetings will be conducted at Polson City Hall Commission Chambers on the 2nd Tuesday of each month at 3:00 PM.  January 7, 2025, Establish the timetable and submit it for publication in accordance with MCA 7-1-4127.  March through January 2026: Conduct one or more public hearings for the purpose of gathering information regarding the current form, functions, and problems of local government.  April 2026: Formulate, reproduce, and distribute a tentative report, containing the same categories of information required to be included in the final report.  April through May 2026: Conduct one or more public hearing on the tentative report.  June 2026: Adopt the final report of the commission and set the date for an election on the question of adopting a new plan of government pursuant to MCA 7-3-192 or, if the study commission is not recommending any changes, publish and distribute the final report as provided in 7-3-187 within 60 days after the final report is adopted. Agenda items include: NOLAN APPEAL REQUEST Jane Nolan is requesting an appeal of Lake County Planning Department’s interpretation that the property is in violation of the Lake County Lakeshore Protection Regulations, regarding the removal of cattails on the property without a permit. Section 5.3(J)(3)(c)(iii) of the Lakeshore Protection Regulations states “Any removal of cattails must be done at low water and requires a plan to be reviewed and approved, prior to the removal taking place.”. Section 3.3(B)(2) states “In this context maintenance on properties includes, cleanup of debris such as branches and leaves, restacking fallen rock, installing new native plants (e.g. shrubs and grasses), maintenance of existing vegetation including trimming that does not imperil the health of trees and plants, and maintaining pathways, etc.;”, and 3-4(C)(9) states “Without limitation, the following activities, when conducted within the lakeshore protection zone, are examples of work for which a permit is required, except as allowed in Section 3-3: clearing of vegetation”. Planning Staff received a complaint that cattails were removed, with associated photos. Based on these photos, it appears cattails were removed from the subject property, which would constitute as a violation. The +/- 0.09-acre property is located along Lake Mary Ronan Road in Proctor and is legally described as tract 12-A on Deed Exhibit 1704, located in section 11 of T25N, R22W.
