NOTICE:  Announcement of Modification of Coverage Under a General Permit to Discharge to State Waters PERMIT NO: WAG13-7010 FACILITY NAME:  Columbia Basin Hatchery PERMITTEE: Washington State Department of Fish and Wildlife (WDFW)                                                             The WDFW has notified Ecology of an increase in fish production that results in a modification of coverage under the Upland Finfish Hatching and Rearing General Permit (the general permit), in accordance with the provisions of Chapter 90.48 Revised Code of Washington, Chapter 173.226 Washington Administrative Code, and the Federal Water Pollution Control Act as amended.   This modification of coverage is for the Columbia Basin Hatchery, permit number WAG137010, located at 6785 RD K NE # A, Moses Lakes, Washington. The production increase is for a maximum of 55195 pounds of fish on station in one month from the previous maximum during the 2021-2026 permit cycle of 28037 pounds. The Columbia Basin Hatchery historically stocked spring fingering size fish into regional lakes, after lake studies the area biologist along with the regional fish program manager felt, a change was needed to provide fish large enough for a more consistent fishery. This modification is for discharge of wastewater associated with rearing, acclimating, and producing anadromous fish species at Columbia Basin Hatchery, all discharges to be in compliance with Washington’s Water Quality Standards.   TENTATIVE DETERMINATIONS Ecology proposes to issue this modification of coverage under the general permit to the above listed applicant to discharge to public water, subject to certain effluent limitations and special permit conditions. These determinations are tentative. A final determination will not be made until all comments received pursuant to this notice have been evaluated.   PUBLIC COMMENT AND INFORMATION Any person desiring to present their view to the Department of Ecology regarding this permit application may do so in writing within thirty days of the last date of publication of this notice. Comments shall be submitted to the Department of Ecology. Gorge Sagecliffe II, LLC, 344 Silica Rd NW, Quincy, WA 98848, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Sagecliffe Development, is located at 23603 Cliffe Pointe Rd NW in Quincy in Grant County. This project involves 3.8 acres of soil disturbance for development activity to include demolition of existing yurts, construction of 25 new detached single-family homes, drive aisles, pedestrian pathways, utility improvements required to serve the development, and a new road connection to Cliffe Pointe Rd NW. Stormwater runoff, in the developed condition, will sheet flow into two proposed conveyance systems where runoff will be discharged to fully disperse offsite. The developed condition drainage patterns will mimic the natural drainage pattern to the maximum extent feasible. The discharge point is an existing drainage ditch at the north end of the site. Runoff culminates at an unnamed pond northwest of the project site. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
