Description of Request: Avista Corporation (Avista) requests Commission approval to rehabilitate the spillway at the North Channel Dam by replacing all existing gates. The North Channel Dam is L-shaped, and its primary spillway structure currently consists of one 100-foot-long rolling sector gate, seven 21-foot-long Tainter gates, and one 12-foot-long Tainter gate. The proposed rehabilitation involves replacing the existing spillway gates within the same footprint without any significant change in elevation, surface area, or capacity. The project would not alter the project boundary, reservoir levels, down-ramping rate, or minimum flow requirements. The project would also continue to operate under the terms of its current license and applicable Water Quality Certification. Avista states that no resource agencies have objected to the proposed work, and no long-term impacts to project operations or environmental re-sources are anticipated. However, the proposed work would result in temporary ground disturbance and a pause in aesthetic spills during construction. m. DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMITS FOR HAYDEN AREA REGIONAL SEWER BOARD, CITY OF POST FALLS, AND CITY OF COEUR D’ALENE PROPOSED ACTION: The Hayden Area Regional Sewer Board (HARSB), City of Post Falls, and City of Coeur d’Alene draft IPDES permits are being released for public comments to address modifications incorporated based on the settlement agreement between DEQ and HARSB. Due to the inherent similarities between the three permits discharging to the Spokane River in Idaho, DEQ has modified the permits and fact sheets to incorporate the agreed changes. DEQ is seeking public comment on the modifications to the IPDES permits and associated fact sheets for the HARSB, City of Post Falls, and City of Coeur d’Alene wastewater treatment facilities. This proposed permits authorize the discharge of treated municipal wastewater year-round to the Spokane River for five years. The permits identify the pollutants of concern and specify associated discharge limits. Additionally, the permits specify monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho’s environment. PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments.
