The City of Kalispell will request the U.S Department of Housing and Urban Development to release Community Project Funding Initiative Grant (CFP) funds. As required by state and federal rules for determining whether an Environmental Impact Statement is necessary, an environmental review has been performed on the project outlined below: The project is located in Kalispell, Montana within the Two-Mile Drive corridor from N Meridian Road west to approximately 150 feet west of Cooper Lane and north on Hawthorn Avenue approximately 500 feet with a total project budget of $4,294,923. The City will reconstruct the street infrastructure along the Two Mile Drive corridor to address ongoing drainage issues that affect the community’s roads, stormwater, and pedestrian infrastructure. This project will enhance the community by creating sustainable roadways, improving stormwater drainage to mitigate flooding, and enhance pedestrian connectivity safety. The work includes: • Roadway excavation and reconstruction • Grading and installation of curb and gutter • Installation of stormwater collection infrastructure • Construction of new sidewalks and boulevards • Pedestrian connectivity enhancements It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the City of Kalispell has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act. An Environmental Review Record prepared by the City of Kalispell documenting review of all project activities in respect to impacts on the environment are attached to this Finding of No Significant Impact and Request for Release of Funds.
