NO. 31381 NOTICE OF CLOSE OF VOTER REGISTRATION AND OPTION FOR LATE REGISTRATION SEPTEMBER 9, 2025, BIGFORK RURAL FIRE DISTRICT SPECIAL BOND AND LEVY ELECTION Notice is hereby given that regular* registration for the Bigfork Rural Fire District Special Bond / Levy Election, to be held on Tuesday, September 9th, 2025, closes at 5:00 p.m. on Monday, August 11th, 2025. Late registration begins on Tuesday, August 12th, 2025, at 8:00 a.m. and runs through 12 noon on Monday, September 8th, 2025. Late registration will resume at 7:00 a.m. on Election Day, Tuesday September 9th, 2025, and continue until 8:00 p.m. To register to vote; update your name, address, or other voter information, submit a Montana Voter Registration Application to the Flathead County Elections Office (mailing address 290B N Main, Kalispell, MT 59901). You may obtain an application by calling the Flathead County Elections Office at 406-758-5535, appearing in person at the Flathead County Elections Office, 290B N Main, Kalispell, MT 59901, or downloading the application online at: voterportal.mt.gov and email to [email protected]. The application must be signed before being submitted to the Flathead County Elections Office. If mailing, your application must be postmarked by August 11th, 2025, and received in the Flathead County Elections Office by 5:00 p.m. on August 14th, 2025. If you are a resident of Lake County and reside within the Bigfork Rural Fire District, you will need to register to vote, update your voter registration, and / or request a replacement / absentee ballot from the Lake County Elections Office, located at 106 4th Avenue E., Polson, MT 59860 (406-883-7268), by the same means as referenced above, either in person, downloading the application online, or via email [email protected]. All active and inactive** electors of the Bigfork Rural Fire District are entitled to vote in said election. Ballots will be automatically mailed to active electors only on August 22nd, 2025. NO. 31391 REQUEST FOR QUALIFICATIONS Architectural Design and Engineering Services Kalispell Business Improvement District Introduction KBID received a $20,000 annual grant for five years through the City of Kalispell’s TIF Technical Assistance Program. Funds support facade improvement projects with three $5,000 awards for Downtown TIF District projects and one $5,000 award for the Westside TIF District. By working collaboratively with KBID and project applicants, architecture firms will play a key role in ensuring that façade improvement projects align with funding opportunities and contribute to the ongoing revitalization of downtown Kalispell. Scope of Work for Architecture Firms – KBID Façade Improvement Program To ensure the success of the new Façade Improvement Program, KBID seeks the expertise of local engineering firms to assist applicants in navigating the project planning and funding process. Below is an outline of the required steps: 1. Discovery Meeting o Meet with the applicant and KBID to review the proposed project. o Assess the applicant’s goals and project feasibility. 2. Scope of Work Development o Define the full scope of work for the project. o Identify which portions may be eligible for funding through: * TIF Grant Program * TIF Loan Program * Private financing through a financial institution o Provide initial guidance on compliance with city requirements and funding criteria. 3. Project Finalization & Application Submission o Conduct a final review meeting with KBID and the applicant. o Confirm project scope, strategy, and required documentation. o Finalize paperwork and develop a plan to submit the application to the city. SECTION 1 – PURPOSE The Kalispell Business Improvement District (KBID) is seeking local qualified architecture firms to provide feasibility and early assistance to advise and support applicants in navigating the façade improvement project funding pathways. SECTION 2 – GENERAL INFORMATION KBID invites firms to submit a Statement of Qualification (SOQs) to be placed on a qualified list. Prequalified firms may be selected for projects as needed. KBID reserves the right to advertise additional proposals if necessary. Submission Deadline: Submit SOQs to KBID Director at [email protected], MT by 5:00 p.m., July 31, 2025. SECTION 4 – PROJECT SCOPE OF WORK Prequalified firms will provide services such as: • Conceptual façade design • Advising on zoning regulation and historical design guidance • Advising on downtown historic design standard compliance • Cost estimation SECTION 5 – SUBMISSION REQUIREMENTS Format: • Title Page: Firm info, contact person, signature of authorized agent. • Business License: A valid and current business license to operate in the State of Montana. • Professional Licensing: Appropriate professional licenses for architecture, engineering, or construction services, as applicable to the proposed scope of work. • Insurance Coverage: o General Liability Insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate. o Workers’ Compensation Insurance, as required by Montana state law. o Professional Liability Insur ance (Errors & Omissions) if providing design or engineering services. Please include copies of all current certificates with your submission. Firms selected for participation in the facade improvement program will be required to maintain active licenses and insurance coverage for the duration of the project. • Firm Information: Firm bio including area of expertise, history and 3 references. Key personnel: Resumes of key personnel that would be performing work listing name, title, years of experience, education (degree and specialization), current professional registration and up to 5 relevant projects including name and location. SECTION 6 – EVALUATION CRITERIA Evaluation based on: • Previous experience: Relevant project experience with description of scope of work and services performed. SECTION 7 – PROJECT SELECTION Selection will be reviewed by the KBID Board of Directors and assessed on the above criteria. Shortlist firms will be asked to interview as needed. SECTION 8 – CONTRACT NEGOTIATION KBID will award $5000 grant per project to the firm of choice to be paid upon acceptable completion of the scope of work outlined.
