USDA-Forest Service – Sandpoint South fuels reduction project environmental assessment The Sandpoint Ranger District of the Idaho Panhandle National Forests (IPNF) is seeking comments on the Sandpoint South fuels reduction project which is available on the project website, https://www.fs.usda.gov/r01/idahopanhandle/projects/67684. The IPNF is proposing to treat 8,334 acres of vegetation across a 174,347-acre project area through fuels reduction treatments to decrease wildfire impacts on resource values and private land by hazardous fuels reduction activities on public lands. The Sandpoint South project area is located in Bonner County, Idaho on the Sandpoint Ranger District. The project area is west of Lake Pend Oreille and south of the Pend Oreille River, with most of the proposed treatment units located east of Highway 95 between Sagle, Green Bay, and Bayview. Primary access to the project area is via Highway 95 between Athol and Sandpoint. The project area encompasses State lands, private lands, and lands managed by IPNF, the proposed action would only occur on lands managed by the IPNF. Access to some treatment units would be through State and private lands. The project’s proposed actions are fuels reduction through mastication, slashing and burning, underburning and vegetation treatments. Fuels treatments would be utilized when fuels objectives can be met without timber harvest, where topography limits harvest feasibility, or in areas where timber harvest was completed in past projects and maintenance fuels treatments would enable the stands to retain desired fuels conditions. Fuels treatment methods proposed in Sandpoint South include natural fuels burning, fuel slashing, piling and burning and/or mastication, and fuel break units. Within certain conditions, vegetation treatments are the most effective method in meeting fuels reduction objectives, while also providing wood products. Vegetation treatments include young stand improvement and regeneration harvests. Specific unit prescriptions would be developed during the next phase of the project. This notice serves as notification of the 60-day public notice requirement to exceed regeneration harvest openings greater than 40 acres as required by the National Forest Management Act (NFMA). Secretary of Agriculture Brooke Rollins signed Secretarial Memo 1078-006 titled Increasing Timber Production and Designating an Emergency Situation on National Forest System (NFS) Lands. The Secretarial memo contains an Emergency Action Determination (EAD) under the Infrastructure Investment and Jobs Act (IIJA), Section 40807. This Forest Health and Hazardous Fuels EAD addresses specific challenges related to wildfires and forest health encompassing NFS lands rated as very high or high wildfire risk and NFS lands designated under Section 602 of the Healthy Forest Restoration Act (HFRA), that are experiencing declining forest health; are at risk of experiencing substantially increased tree mortality over the next 15 years from insect and disease infestation; or contain hazard trees posing an imminent risk to public health, infrastructure, and safety. Ninety-nine percent of the Sandpoint South project area falls within the landscape identified by Secretary Rollins, and this project will contribute towards forest resilience, community protection and ingress/egress. Forest Supervisor, Timothy Gilloon approved the use of the Forest Health and Hazardous Fuels EAD for the Sandpoint South project on the IPNF. This project will not be subject to the pre-decisional objection review process (36 CFR 218).
