LEGAL NOTICE The Kootenai Tribe of Idaho will be adding liquid nutrients (nitrogen and phosphorus) to the Kootenai River. The discharge point will be at the Idaho-Montana border, near Leonia, MT. The treatment dates will be June 1st to the 30th of September, 2025. The effective treatment distance will be to Bonners Ferry, Idaho. The nitrogen solution consists of urea-ammonium-polyphosphate. In order to allow proper mixing for safe drinking water, water should not be taken from the river within 100 yards of the discharge point; swimming should not occur within 50 yards of the discharge pipe. Location of the discharge point will be clearly marked for those boating nearby (approx. 200 meters below the Leonia Bridge). Boating activities will not be affected. SUMMARY FOR PUBLICATION OF CITY OF BONNERS FERRY, IDAHO ORDINANCE NO. 621 REGARDING ZONING REGULATIONS AND OFFICIAL ZONING MAP Pursuant to Idaho Code Section 50-901A, the City of Bonners Ferry, Idaho hereby gives notice of the adoption of City of Bonners Ferry Ordinance No. 621 adopted on May 20, 2025. The full title of the ordinance is: An ordinance of the City of Bonners Ferry, a municipal corporation of the State of Idaho, repealing the Bonners Ferry official zoning map and the Bonners Ferry City Code Zoning Regulations, Title 11, and adopting a new official zoning map and a new Title 11, Zoning Regulations, which establishes: 1) boundaries and zoning districts citywide; 2) the purpose and authority for zoning regulations; 3) definitions used in the regulations; 4) enforcement provisions; 5) that violations are a misdemeanor and civil action may be taken to remedy violations; 6) the authority of governing bodies and staff to administer the codes and the public’s rights of appeal; 7) zoning standards for each zoning district; 8) general and specific use and development standards; 9) rights and requirements for nonconformities; 10) procedures for consideration of land use applications; 11) off-street parking standards; 12) sign standards; 13) a table of uses; and further to provide severability; repealing clause; and an effective date that this ordinance shall be in full force and effect from and after its passage, approval, and publication according to law. The ordinance repeals and replaces Title 11, Zoning Regulations, and the official zoning map with new zoning codes and official zoning map. The ordinance provides: updated definitions to reflect terms used in the zoning code; updated and new regulations that include a new mixed-use zone, cottage and townhome housing options; elimination of certain high intensity industrial uses and designating a light industrial zone; purposes and standards of each zoning district; establishment of minimum lot sizes for new residential and mixed-use subdivisions; densities for multi-family housing; updated setback standards to clarify measurement requirements and allowances to build across contiguous property lines; new landscaping standards for larger commercial and multi-family developments; allowances and standards for keeping chickens and rabbits in the Residential B zone; clarified requirements for home-base businesses and home occupations; standards for short-term rentals; standards for townhomes and cottage housing; confirmation of the status of nonconformities; application requirements and procedures; new administrative site plan review; off-street parking standards; updated sign code standards to reflect electronic messaging technology and allowances to waive certain engineering requirements; updated table of uses; violation procedures, corrective actions and penalties that include a misdemeanor for violations and ability to take action civilly to obtain compliance.
