DEPARTMENT OF PUBLIC SERVICE REGULATION  BEFORE THE PUBLIC SERVICE COMMISSION  OF THE STATE OF MONTANA    In re L&L Site Services Inc. d/b/a Grizzly Disposal and Recycling’s Application for Class D Certificate of Public Convenience and Necessity      Docket 2025.08.060    October 29, 2025    Notice of Application and Protest Deadline      On August 12, 2025, L&L Site Services, Inc. d/b/a Grizzly Disposal and Recycling (“L&L”), submitted its finalized Application for Certificate of Public Convenience and Necessity (“Application”) with the Montana Public Service Commission (“Commission”). In its Application, L&L requests to transport garbage to the following areas to a lawful disposal site: (1) Between all points and places within Lake County, (2) within the census designated place (“CDP”) of Lakeside, MT and a 10 mile radius thereof, and (3) within the census designated place of Big Fork, MT and any location within a 10 mile radius thereof located South of the Intersection of MT-35 and MT-83 or South of the Intersection of MT-35 and MT-82.  A copy of the Application is publicly available at the Commission’s business office, 1701 Prospect Avenue, Helena, MT 59601, and online at the Commission’s website (psc.mt.gov) under Docket No. 2025.08.060. A copy of the Application may also be available at the office of the Montana Consumer Counsel, which represents consumer interests before the Commission, 111 North Last Chance Gulch, Suite 1B, Helena, MT 59601, (406) 444-2771. Interested parties can register on the Commission’s website to receive notice of filings in this docket. Instructions for subscribing to notices of filings are available at psc.mt.gov/reddi-help.  Any interested party may protest the Application or request a hearing. Protests and requests for hearing must be filed with the Commission no later than November 12, 2025. A “Class D PCN Protest Form” is available on the Commission’s website at psc.mt.gov/_docs/Transportation/pdf/Class-D-PCN-Protest-Form.pdf.  Protests must be submitted to the Commission both electronically and in hard copy. Protests must be submitted electronically to the Commission through REDDI at reddi.mt.gov. Hard copies must be mailed to the Commission at P.O. Box 202601, Helena, MT 59620. A filing fee of $500 must accompany the hard copy mailed to the Commission. A hard copy of each protest must also be mailed to L&L Site Services, Inc.’s attorney, Ali Garab at Western Roots Law, P.O. Box 7004, Bozeman, MT 59771.  If no protests or requests for hearing are received by the deadline set forth above, the Commission may act on the Application without a public hearing, pursuant to Montana Code Annotated § 69-12-321(1)(b) (2023).  The Commission invites members of the public who do not wish to formally protest the Application to submit written public comments on the matter to the Commission at P.O. Box 202601, Helena, MT 59620, or by email to [email protected]. Public comments may also be submitted online in REDDI.
