East Seltice Way considered for urban renewal district

POST FALLS — Post Falls officials are moving forward with the possibility of creating a new urban renewal district around East Seltice between Ross Point and Huetter Road. 

Community Development Director Bob Seale said that while the size and shape of the potential district are yet to be determined, Huetter Road would serve as a clear boundary. 

"Urban renewal is one of the best tools we have in Idaho to revitalize underutilized sections of the city," Seale said.

City staff flagged the area as a possible district location because of its potential to stimulate job creation, lift underutilized properties, expand public infrastructure, improve transportation routes and enhance properties for new development. 

Responses from councilors Tuesday night indicated interest in looking further into the creation of a district around East Seltice. 

City Councilor Aaron Plew said the intention would be to designate it commercial-only, with no residential elements. 

"Much of East Seltice is blighted, and this is the exact purpose of opening a URD. So, at this time, we have asked staff to begin exploring what that might look like," Plew said. 

During the meeting, Seale said some people may be disappointed with how the Post Falls side of Seltice looks compared to the Coeur d'Alene side. 

Most of the properties within the district require new frontage improvements, offering an opportunity to beautify the area that city staff hope will lead to more development. 

"There's a stark difference for east and west on Seltice Way," Seale said. "There's hardly any sidewalk at all in that area and I would love to match the Coeur d'Alene side." 

City Councilor Samantha Steigleder said the area seemed a reasonable fit for the original spirit of an urban renewal district and wants to ensure Post Falls retains the area's small-town feel when developing city land. 

"I think Post Falls has done a great job with our previous districts, but I would still advocate that we focus on building commercial and industrial businesses, not residential," Steigleder said. 

Council members also instructed staff to begin closing down the Pleasant View urban renewal district "due to inactivity and a lack of momentum."

Seale said some of the properties would benefit from easier access to infrastructure if the area became an urban renewal district.

"Sewer and water are expensive infrastructure, it's been prohibitive for some properties," Seale said.

Next steps for the potential district involve Seale reaching out to property owners.

"We have had very successful urban renewal districts in the past and we are hoping to have another successful one out here created," Seale said.
