Notice of Public Hearing & Open House    Notice is hereby given that a public open house and hearing pursuant to Idaho Code and Dover City Code have been set for the Dover Planning and Zoning Commission on NOVEMBER 6, 2025, AT THE FOLLOWING TIMES at Dover City Hall, 699 Lakeshore Ave., Dover, to consider the following:    Open House - 4:00 p.m. to 6:00 p.m.: An open house is scheduled to provide the public with an opportunity to review the draft City of Dover Comprehensive Plan and Future Land Use Map and to talk informally with staff and officials and offer comments. A comprehensive plan is required by the Idaho law and must be regularly reviewed and updated by the city. The plan establishes goals and policies for the City’s future land uses and development. Dover has been working on the update for the past year, during which the city conducted community surveys, informal discussions, public workshops, community meetings, and research. The Planning and Zoning Commission will make a recommendation to City Council, who will make the final determination on the plan following their hearing, to be scheduled at a later date.    Public Hearing – 6:00 p.m.: Proposed City of Dover Comprehensive Plan and Future Land Use Map Amendment: The City of Dover has initiated an update to its comprehensive plan and land use map that would repeal and replace the 2017 plan and land use map. The proposed plan contains all elements required by Idaho Code 67-6508, including analysis of current conditions, land uses, trends, and the city’s desired goals and objectives. The amendment includes a map showing suitable projected land uses within the city and the surrounding area of interest. The plan is not a zoning ordinance, but will provide policies for future land-use related decisions.    The public is encouraged to attend the hearing or provide written response. Any written comment greater than 1 page must be submitted at least 6 days prior to the hearing. Written material not exceeding 1 page may be read into the record the day of the hearing. Anyone wishing to speak at the hearings may do so in compliance with the public hearing resolution (copy available at City Hall.)    The deadline for submitting written comment and/or material is 4 p.m. October 30, 2025.
