NOTICE OF PUBLIC HEARING ON FEES NORTH KOOTENAI WATER DISTRICT The Board of Directors (“Board”) of North Kootenai Water District (“District”) will hold a public hearing on September 18, 2025, at 12:30 p.m. at the District office located at 13649 N Meyer Road, Rathdrum, ID 83835. In accordance with Idaho Code § 63-1311A, the purpose of the public hearing is to take public comments regarding any proposed new fee and/or increase, in excess of five percent (5%) over the amount last collected, for the fees and/or charges applicable to: metered service charges across the District, water, sewer access fees, debt service fees, and irrigation fees on Gozzer Ranch, and capitalization fees on Hayden Haven Gem Shores. The purpose of these new fees and/or increases to be charged by the District is to allow the District to recover its actual or reasonably necessary costs and expenses associated with such services or facilities furnished by the District, thereby complying with applicable law, as well as to encourage the water conservation policy of the District. The Board will consider all written and oral communications in making a final determination of the appropriate rate and charge. ORDINANCE NO. 655 ANNUAL APPROPRIATION FOR THE CITY OF RATHDRUM FOR FISCAL YEAR 2025-26 AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2025, APPROPRIATING THE SUM OF $46,915,704 TO DEFRAY THE EXPENSE AND LIABILITIES OF THE CITY OF RATHDRUM FOR SAID FISCAL YEAR, AUTHORIZING A LEVY OF A SUFFICIENT TAX UPON THE TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS MADE. Be it ordained by the Mayor and City Council of the City of Rathdrum, Kootenai County, Idaho. Section 1: That the sum of $46,915,704 be, and the same is appropriated to defray the necessary expenses and liabilities of the City of Rathdrum, Kootenai County, Idaho for the Fiscal year beginning October 1, 2025.
