Beloved husband, father, grandfather and Army veteran

Philip “Phil” Craig Waters, age 74, passed away peacefully Aug. 17, 2025. A devoted husband, father, grandfather, great-grandfather and proud Army veteran, Phil will be remembered for his quiet strength, steadfast dedication and deep love for his family.
Phil honorably served in the United States Army, living by the values of courage, honor and commitment. Following his military service, he continued to demonstrate those same principles throughout his life — always leading with compassion, humility and an unwavering focus on the well-being of those around him.
He is survived by his beloved wife of 55 years, Carol Jean Waters (née Dawson); his children, Tesha Jean Wrotenbery (née Waters) and Scott Philip Waters; and their spouses, Scot Wrotenbery and Jennifer Waters (née Rhoads). He was a proud grandfather to Blake and Jessica Wrotenbery, Camille and Tucker Price, Chelsea Wrotenbery, Amber and Brad Vonwelser, Jessica and Beau Courser, Brooklyn Waters and Kayden Waters. Phil was also blessed with six great-grandchildren — Rylee Wrotenbery, Everly Price, Abbigail Courser, Ashton Courser, Audrina Vonwelser and Carrington Vonwelser — who brought him immense joy and pride in his later years.
An avid outdoorsman, Phil found peace in nature. Whether hunting, fishing, camping or hiking, he cherished these moments as opportunities to connect with the world around him and the people he loved.
A private family service will be held to honor Phil’s life and legacy.
In lieu of flowers, the family kindly requests donations be made to a veterans charity of your choice, in memory of Phil’s service and enduring spirit.
Bell Tower Funeral Home is entrusted with Philip's care.
