A contract between the city of Coeur d'Alene and the Police Officer Association is expected to be considered by the City Council on Tuesday.
City Attorney Randy Adams said a tentative agreement was reached last Tuesday.
A tentative agreement between the Lake City Employees Association and the city is also scheduled to go before the City Council the same evening.
The deal with the police is a one-year extension of the existing agreement, Adams said. It includes a 3.5% market adjustment to wages for all members. In addition, officers who promote to sergeant or lieutenant will receive a 10% wage increase or be placed at the minimum of the rank, whichever is greater.
"Potential inequities in the promotional process are addressed by the agreement," Adams said.
The survivor’s benefit has been increased to include six months of medical and dental coverage for dependents and is available for all line-of-duty deaths for all association members.
The service time for non-sworn members of the department was reduced so that they will reach the maximum hourly rate in no more than seven years instead of nine years.
The parties agreed to a one-year extension of the MOU, expiring Sept. 30, 2026.
For LCEA, the extension of the existing agreement is for two years, with a 3.5% market adjustment to wages for each year, Adams said.
The cost to the city's general fund for the pay increases is projected at $656,361, with $454,986 of that for police and $201,376 for LCEA.
"Either party can ask to open negotiations on the amount of the second-year market adjustment based on economic indicators or other factors at the time, Adams wrote.
The sick leave payout at retirement was also adjusted to recognize long-term employees, increasing the amount employees will receive based on the number of sick leave hours accumulated, with a portion going into the employee’s HRA VEBA account.
The police captains have had a memorandum of understanding with the city for many years. The captains requested a one-year extension of their MOU with a 3.5% market adjustment to wages.
The current two-year term for the LCEA agreement began Oct. 1, 2023, and expires Sept. 30.
The LCEA and the city began negotiations July 1, 2025, and three separate negotiation sessions took place, the last Aug. 7, 2025. The extension to the agreement will apply to all LCEA represented classifications starting Oct. 1 and ending Sept. 30, 2026.
"The cost of the market adjustment for the two agreements and one MOU are captured in the approved 2025-2026 budget. The other changes to the contract do not have a fixed cost and may have no impact on the 2025-2026 budget, " according to a staff report.
About 120 members are represented by the POA and 126 members are represented by LCEA.
The City Council is scheduled to meet at 6 p.m. Tuesday in the Coeur d'Alene Public Library Community Room.
