County approves final ambulance district TAN payment

SANDPOINT — In a special Bonner County ambulance district meeting Thursday, county commissioners approved the district’s latest claims batch and final interest payoff from a 2025 tax anticipation note.
In a record-setting, three-minute meeting, commissioners approved the final TAN payment of $7,291.
A TAN is considered a municipal security that lasts one year, according to the Idaho State Treasurer, and is an interest-bearing debt obligation to the state of Idaho.
“The TANs are issued to meet the anticipated cash flow requirements resulting from the imbalance in timing between receipts and expenditures. Cash flow requirements are forecasted to determine the size of the TAN,” says Idaho State Treasurer’s officials.
The final payment will close out the $2 million TAN that was taken out last year to help with an unexpected financial deficit — a quick move made by the ambulance district board after learning about the $500,000 deficit. Through the TAN, the district was able to take out necessary funds up to the $2 million borrowed amount. During the loan’s term, the ambulance district utilized $500,000 of the available funds.
While the ultimate cause of the deficit still remains unclear, officials have attributed it primarily to how the district had been managed over the last 20 years, as a county department.
The tireless efforts of the ambulance district board, which includes county commissioners, has helped the district stay afloat while establishing its own legal and financial services, among other things.
Staying on a positive trajectory, the ambulance district is still projected to take out another TAN for financial security measures.
“There's some speculation that you may not need to pull it, but having it available is in our back pocket,” said Commissioner Asia Williams during the meeting.
In other business, the district approved claims batch 49 in the amount of $55,060. Major items included in the batch were the final interest TAN payoff, medical supplies and fuel.
All items were approved unanimously by commissioners Brian Domke, Ron Korn and Williams.
