STATE TIMBER SALE CR100513, OLD HORTON CEDAR A public oral auction will be conducted at the Idaho Department of Lands office, 4053 Cavanaugh Bay Road, Coolin, ID 83821, at 9:00 a.m. local time, on Tuesday, April 14, 2026 for an estimated 2,415 MBF of timber marked or otherwise designated for cutting. In addition, there is an unestimated volume of forest products that may be removed at the option of the purchaser. Prior to bidding, eligible bidders shall present a certified check or bank draft payable to Idaho Department of Lands, or a bid bond acceptable to the State, in the amount of $83,040.95 which is 10% of the appraised net sale value of $830,409.50. The successful bidder’s deposit will be forfeited to the State should the bidder fail to complete the contract. The State will not accept bids from parties who are delinquent on payments on existing state contracts. The average starting minimum bid price for Cedar is $1,115.30 per MBF and for Non-Cedar is $160.80. Ordinance No. 738 City of East Hope Area of Impact Agreement Bonner County Idaho AN ORDINANCE OF BONNER COUNTY, IDAHO, REPEALING ORDINANCES CREATING AN EAST HOPE AREA OF CITY IMPACT AND MAP AND CONFIRMING NO AREA OF IMPACT TO BE ESTABLISHED FOR THE CITY OF EAST HOPE; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. Whereas, the Board of Bonner County Commissioners, pursuant to Idaho Code § 67-6526, is authorized to establish an area of impact; and Whereas, the Board of County Commissioner held duly noticed public hearings on June 16, 2025, and November 13, 2025 to consider requests by the City of East Hope regarding an Area of Impact; and Whereas, the Board of County Commissioners remanded to East Hope its initial Area of Impact map following the June 16, 2025, public hearing, requesting the City modify its request to “reflect what they are very likely to annex within the next five years;” and Whereas, the City of East Hope advised in its September 10, 2025, letter to Bonner County that it is unable to show on an Area of Impact map any lands likely to be annexed within the next five years and therefore requests no Area of Impact boundary be established; and Whereas, the City of East Hope testified at the November 13, 2025, that it requests no Area of Impact be established; NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF BONNER COUNTY, IDAHO: SECTION 1. PURPOSE The purpose of this ordinance is to confirm that there shall be no Area of Impact (AOI) established for the City of East Hope because the City has advised that it cannot meet the criteria for an AOI as required by Idaho Code § 67-6526 and the Bonner County Board of Commissioners. SECTION 2. BOUNDARIES OF THE AREA OF IMPACT There shall be no Area of Impact boundaries or map established for the City of East Hope. SECTION 3. REPEALER CLAUSE: All ordinances in conflict with this ordinance are hereby repealed in their entireties, including Bonner County Ordinance #123 recorded at Instrument #201824 and Ordinance #124 recorded at #201825, records of Bonner County, Idaho. SECTION 4. SEVERABILITY If any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. SECTION 5. EFFECTIVE DATE This ordinance shall be in full force and effect upon its passage, approval, and publication as provided by law.
