Thomas David Palmer, 37, was arrested and taken into custody late Thursday in Hayden following a standoff with law officers.

He's in the Kootenai County jail on charges that included resisting or obstructing officers, stalking in the first degree and possession of contraband.

The Kootenai County Joint Agency SWAT team responded to a residence on Janice Street between Government Way and U.S. 95 north of Hayden Avenue about 10 p.m., where Palmer was barricaded, according to authorities.

Palmer “has fought with law enforcement” during past arrests, according to the Coeur d’Alene Police Department.

Police said that despite repeated efforts to get Palmer to surrender, he refused. Authorities finally put OC gas, known as pepper spray, in the house.

About 40 minutes later, Palmer ran from the home, was tackled by officers and taken to jail.

He's being held on bond amounts of $75,000 for each of five charges and $300 for one.
