CLN: Taxation without representation?

If you live in Coeur d’Alene, you cannot check a book out of the Hayden Library without paying $50 for a library card. The fee is yearly. I pay property taxes in which some of it goes to the county, which funds the libraries. I live in the county, but I cannot check out a book from the Hayden Library. Does this fall under “No taxation without representation” banner? This is what the CLN board has done. They have limited access to “their” libraries!
