NO. 32238 AUTHORIZATION TO PUBLISH NOTICE OF PUBLIC HEARING REGARDING LOCAL APPROVAL TO DECOMMISSION KALISPELL AND WHITEFISH AIR QUALITY MONITORING SITES The Board of Commissioners of Flathead County, Montana, hereby gives notice pursuant to §75-2-301 MCA that they wish to conduct a public hearing regarding local approval to decommission the Kalispell and Whitefish Air Quality Monitoring Sites. The decommissioning is recommended and initiated by the U.S. Environmental Protection Agency (EPA) and the Montana Department of Environmental Quality (DEQ) because the Kalispell and Whitefish Air Quality Monitoring Sites no longer meet the site criteria for regulatory data collection due to urban encroachment and vegetation encroachment. Additionally, Flathead Valley has not exceeded the National Ambient Air Quality Standard for PM10 in over 30 years, the cost of replacing aging equipment and paying staff is not a good use of limited funds, and statistical correlation analysis shows the Columbia Falls Monitoring Site represents the entire airshed accurately. In order to proceed with decommissioning the sites both the EPA and DEQ first require local approval process before the Board of Commissioners. The Board of Commissioners further provides notice that the public hearing will be held on August 18, 2026 at 10:30 a.m. in the Commissioners’ Chambers, Third Floor, Flathead County Courthouse, 800 Main Street, Kalispell, Montana. At the public hearing, the Board of Commissioners will give the public an opportunity to be heard regarding the proposed decommissioning of the Kalispell and Whitefish Air Quality Monitoring Sites.
