Kootenai Metropolitan Planning Organization 2026-2032 Transportation Improvement Program Notice of Proposed Amendment # 13 I-90 Passage Multi-Plate Culvert, Kootenai Co. Modification of Design, Concept and Scope The Kootenai Metropolitan Planning Organization’s (KMPO) has received a request from the Idaho Transportation Department (ITD) to amend the design, concept, and scope of the current I-90 Passage Multi-Plate Culvert Rehabilitation Project, renaming the project to Boat Passage Bridge, Kootenai Co. The original project sought to repair the existing boat passage structure at milepost 20.6, which consists of a 15-foot diameter corrugated metal pipe under I-90. However, upon further investigation during the Type, Size & Location (TS&L) process, it was discovered that the pipe’s corrosion and vertical alignment require a replacement of the structure. The recommendation is to replace the culvert with a new bridge founded on bedrock to address the issue of vertical alignment for continued passage beneath the interstate. This amendment allows for the change to the project design, scope and concept as outlined. No additional funds are being requested. This proposed amendment #13 to the 2026-2032 Transportation Improvement Program (TIP) is now available for public review and comment. The 30-day public comment period is from July 22, 2026 until August 20, 2026. To view or download the proposed amendment #13 material, go to www.kmpo.net or call KMPO at (208) 930-4164 for a copy. All comments must be received by KMPO no later than Thursday, August 20, 2026 through one of the following options: email [email protected]; mailing or delivering comments to KMPO, 250 Northwest Blvd. Suite 209, Coeur d’ Alene ID 83814; calling (208) 930-4164. The public review period provides an opportunity for the community to look at the proposed amendment and comment on the proposed use of State and Federal transportation grant funds prior to approving additional scope and funding for this project. Comments received during the public comment period will be provided to the KMPO Board for their consideration prior to action on the proposed amendment, as well as to the Idaho Transportation Department. The KMPO Board will be considering an Action Item to approve the 2026-2032 Transportation Improvement Program Amendment #13 on Thursday, September 10, 2026 during their regular Board meeting, located at 408 N. Spokane Street, Post Falls, ID starting at 1:30 p.m. in the City of Post Falls City Council Chambers.
