NO. 2884 CITY OF WHITEFISH NOTICE OF PUBLIC HEARING ON BUDGET AND PROPERTY TAXES AND ASSESSMENTS The Whitefish City Council has completed the City’s preliminary budget for fiscal year 2027, its proposed final budget for fiscal year 2027, the appropriations, tax levy and assessments, and budget amendments for fiscal year 2026, which have been placed on file and are open to inspection in the City Clerk’s office located at 418 E. 2nd Street. At the regular meeting of the Whitefish City Council to be held on Monday, August 17, 2026, at 7:10 p.m. in the Whitefish City Council Chambers, 418 E. 2nd Street, the City Council will hold a public hearing for the purposes of receiving public input and approving a final budget, making appropriations, fixing the tax levy and assessments, and approving budget amendments for fiscal year 2026 for the following: 1) amendments to the annual budget for fiscal year 2026; 2) approve a final budget for fiscal year 2027; 3) levy and assess property taxes, including the Permissive Medical Levy; 4) levy and assess Street Maintenance District No. 1 within the City; 5) levy and assess Special Improvement Lighting Districts No. 1 and No. 4 within the City; 6) levy and assess Parkland and Greenway Maintenance District No. 1 within the City; 7) levy and assess Stormwater Improvement and Maintenance District No. 1 within the City; 8) levy and assess Special Improvement District No. 167 (Downtown Parking Structure); 9) levy and assess for weed control and/or removal of snow, ice and other impediments; and 10) levy and assess for collection of certain delinquent utility service charges. The City’s certified taxable value increased about 16.5%, which considers newly taxable property and the 2026 tax rate structure adopted by the Montana Legislature. With an increased mill value equal to $121,346.21, the total number of mills levied by the City is proposed to increase by 6.81 mills. The increase in mills will generate approximately $1,743,042 in additional property tax revenue. The additional revenue will cover increasing costs, address the slight reduction in property tax relief from resort tax, fund significant capital improvements and equipment purchases, and prepare the City for potential budgetary and taxing authority changes at the State level by levying 5.0 mills of the 27.82 authorized mills unlevied in prior years. In addition, the Street Maintenance District assessment is proposed to remain the same as the prior year, the Parks and Greenway Maintenance District assessment is proposed to increase 3%, the Residential Lighting Maintenance District assessment is proposed to decrease 5%, the Commercial Lighting Maintenance District assessment is proposed to decrease 10%, and the Stormwater Maintenance District assessment is proposed to decrease 20%. Considering all proposed changes, the estimated increase for a primary residence with a market value of about $1,009,000 is $7.75 per year, representing less than a 1% increase in the City’s portion of the property tax bill.   All concerned persons are invited to attend the public hearing on the matters described above. A decision on approving the budget, taxes, assessments, and fiscal year 2026 budget amendments will be made after considering comments at this public hearing. Individuals, any taxpayer, or resident may appear or submit written testimony at the hearing and be heard for or against any part of the proposed fiscal year 2026 budget amendments, final budget for fiscal year 2027, appropriations, tax levy, and assessments. Written comments may be delivered or mailed to Michelle Howke, City Clerk, 418 E. 2nd Street, PO Box 158, Whitefish, MT 59937, or emailed to [email protected], by 4:00 pm on Monday, August 17, 2026. Additional information regarding the proposed amendments, the final budget, property tax levy, and assessments may be obtained by contacting Dana Meeker, City Manager, at (406) 863-2406, or visiting the City’s website, www.cityofwhitefish.gov.
