In accordance with the Tribe’s TERO Ordinance, the Contractor shall give preference to the employment of Indians and shall also meet subcontracting requirements relating to local, Indian-owned firms. Subject to the requirements of Indian preference, the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Owner hereby specifically reserves and retains its sovereign immunity status and all rights and privileges pertaining thereto. Any mediation or other dispute resolution award against the Owner must be brought in Tribal court. The Contractor will be required to pay not less than the minimum wage rates of the general wage decision for the project, as set out in the bid proposal. Such rates will be made a part of the contract covering the project. The Fair Labor Standards Act of 1938 (U.S.C.A. Title 29, Paragraphs 201-219, Chapter 8) shall apply in the employment of labor for this project. Coeur d’Alene Trust Call for Contractor Qualifications: The Coeur d’Alene Trust (Trust) was established to coordinate the investigation, design, and implementation of remedies for environmental impacts associated with former mines, mills, and tailings piles in the Coeur d’Alene River Basin. The Trust is soliciting qualifications from construction contractors to perform the Standard-Mammoth Reach Remedial Action Construction Project, the Frisco Black Bear Reach Remedial Action Construction Project, and the Canyon Creek Garbage Dump Remedial Action Construction Project in the Canyon Creek Basin within the Upper Basin of the Bunker Hill Mining and Metallurgical Complex Superfund Site. One or multiple contractors could be selected to perform the projects. NOTICE OF PUBLIC HEARING DALTON GARDENS PLANNING & ZONING REQUEST FOR VARIANCE August 17, 2026 The Dalton Gardens Planning & Zoning Commission will hold a public hearing to receive public testimony concerning an application by the City of Dalton Gardens for variances related to parking and landscaping improvements at Dalton Gardens City Hall, located at 6360 N. Fourth Street, Dalton Gardens, Idaho, Kootenai County AIN No. 118178. The City proposes improvements to the existing City Hall parking area and requests the following: 1. Parking Stall Dimensions. A variance from Dalton Gardens City Code § 5-12-10(A), which requires standard off-street parking spaces to be a minimum of ten feet (10’) wide by twenty feet (20’) deep, to allow standard parking spaces measuring nine feet (9’) wide by twenty feet (20’) deep. 2. Parking Lot Landscaping. City Hall is located in the Residential District and is an existing governmental use that predates the City’s current special use permit requirements. The parking lot landscaping standards contained in Dalton Gardens City Code § 5-3-11.B(3)(b), (c), and (h) are standards applicable to property in the Commercial District. Although City Hall is not located in the Commercial District, the City has elected to apply those standards to the proposed parking lot improvements to the extent reasonably practicable and requests approval of deviations from those standards to the extent applicable. The requested deviations concern landscaping of vision triangle corners, the amount and distribution of landscaping within the parking area, and the requirement that landscaped areas be separated from parking and drive areas by a six-inch (6”) concrete curb or similar permanent barrier. The City asserts that the requested variances and deviations are appropriate because of the existing development and physical characteristics of the City Hall site, including its longstanding governmental use within the Residential District and the configuration of the existing City Hall building, parking area, and surrounding improvements. The City further asserts that the requested relief is not sought solely for convenience or financial gain, will allow the continued public use and reasonable improvement of the existing City Hall property, and will not conflict with the public interest. The public hearing will be held on September 3, 2026, at 6:00 p.m. at Dalton Gardens City Hall, 6360 N. Fourth Street, Dalton Gardens, Idaho.
