Request for Qualifications for Grant Administration Services The city of Ronan has been awarded a federal Community Development Block Grant award in the amount of $347,630 by the Montana Department of Commerce in support of the exterior renovations of Friends of the Children-Western Montana’s new clubhouse at 124 Main Street in downtown Ronan during fall 2026 and possibly winter of 2027. Exterior renovations have not started. Contingent upon this award, the city of Ronan is soliciting proposals for management services to assist Ronan in the administration of this project in compliance with all applicable requirements under the Montana CDBG program as described in the current edition of the Montana CDBG program grant administration manual. Payment terms will be negotiated with the selected offeror. The fee for project management services will be paid with CDBG funds. The services to be provided will include: 1. Preparing all written reports, checklists or legal notices required to assure compliance with federal and state environmental requirements; 2. Drafting a management plan and contract for review and approval by Commerce; 3. Establishing and maintaining project files and preparing all documentation and reports required for administration of the grant; 4. Assisting the city of Ronan with the selection of a project contractor(s), in conformance with applicable procurement requirements; 5. In addition, contractors are encouraged to review the Section 3 portal’s frequently asked questions for additional guidance or clarification. CDBG regulations governing the grant also require that opportunities for contracting will be extended to disadvantaged, minority and women-owned businesses.
