Coeur d’Alene Trust Call for Contractor Qualifications: The Coeur d’Alene Trust (Trust) was established to coordinate the investigation, design, and implementation of remedies for environmental impacts associated with former mines, mills, and tailings piles in the Coeur d’Alene River Basin. The Trust is soliciting qualifications from construction contractors to perform the Standard-Mammoth Reach Remedial Action Construction Project, the Frisco Black Bear Reach Remedial Action Construction Project, and the Canyon Creek Garbage Dump Remedial Action Construction Project in the Canyon Creek Basin within the Upper Basin of the Bunker Hill Mining and Metallurgical Complex Superfund Site. One or multiple contractors could be selected to perform the projects. The type of work includes items such as excavating and hauling mine waste materials, regrading and consolidating mine waste, stream diversion, construction dewatering, stream reconstruction, Redi-Rock retaining wall installation, liner installation, storm water construction, coordinating with utility companies, working in steep terrain, completing revegetation, etc. Work is currently scheduled to begin in 2027. Following is a summary of the provision of Ordinance 665: Ordinance Section 1 amends City Code Title 2 Planning and Zoning Commission to address the change from an “Area of City Impact” to an “Area of Impact” as changed by state statute. Ordinance Section 2 amends City Code Title 4 Chapter 1 Nuisance to amend definitions, abatement, and violation/ penalty within the Nuisance chapter. Ordinance Section 3 amends City Code Title 7 Chapter 2 Right-of-way Encroachments to amend the requirements for insurance and bonding. Ordinance Section 4 amends City Code Title 8 Utilities to amend definitions across the title. In Chapter 2 Wastewater Services to add sections regarding applicability, best interest of the city, property of the city, eligibility, expansion of services outside city limits as not allowed, and amended construction, operation, maintenance, use of public sewers and monthly user fee, and removed reimbursement opportunities for manholes.
