Recall aims to hold city accountable

My name is Ryan. I'm a mother of three, nurse by trade and a concerned member of this community. I work within city limits, my kids attend Sandpoint schools and my full-time residence, while not within city limits, is a Sandpoint address. The reason I'm organizing the recall and referendum on Ordinance 1441 is because I care about this community's future.

Many have noticed the 88-unit apartment complex on Church Street, with only three parking spaces. This was made possible by an exemption zone Mayor Jeremy Grimm spearheaded. Originally aimed at reducing infrastructure costs for businesses, it was later applied to residential developments. In September of 2025, City Council made changes to Title 9 which grew this exemption zone.

According to Councilwoman Pam Duquette, the "changes were to close a loophole that allowed the developers to build the Church St 'disaster' without parking."

However, the changes made look more like a reinforcement. The exemption zone was expanded, surrounding area notification requirements were eliminated, and the in-lieu fee schedule created does not reflect the true cost of parking infrastructure.

Ultimately, the paid parking program shifts the financial burden of parking from developers, who exacerbate the issue with high-density housing, to the people. So, the question should not be if county residents or tourists are paying their share, but are the developers?

I don't trust Mayor Grimm, who owns a development consulting company, or the Council to regulate paid parking. I want the decision of granting them this authority to be voted on by the people through a referendum on Ordinance 1441. I want accountability.

Also, the recall will only cost taxpayers money if Ruehle and Grimm choose not to resign. The special election and subsequent costs would be their doing. Not the fault of citizens holding them accountable.

People can sign the recall, and soon the referendum, at Crystals and Collectives, Bleeding Hearts Tattoo Emporium, 7B-IV Trinity Wellness Center, and Inland Appliances.
