NOTICE OF PUBLIC HEARING PROPOSED BUDGET FOR FISCAL YEAR OCTOBER 2026 – SEPTEMBER 2027 CITY OF CLARK FORK, IDAHO A public hearing by the Clark Fork City Council, pursuant to Idaho Code 50-1002, will be held for consideration of the proposed budget for the fiscal year that begins October 1, 2026 and ends September 30, 2027 to follow. Resolution 2026-2 WEST BONNER WATER & SEWER DISTRICT Original Side Effective Sept 15, 2026, and to be reflected in the October 15th, 2026, billing: The water usage allowed for the minimum monthly charge for water service will remain 12,000 gallons per month per connection. Minimum monthly charge for up to 12,000 gallons is $39.00.Overage Rates: (Compute usage for residences May through Sept. only) 12,001 - 15,000 gallons is $2.50 per thousand gallons + $ 39.00. 15,001 - 25,000 gallons is $3.00 per thousand gallons + $ 46.50. 25,001 - 50,000 gallons is $3.50 per thousand gallons + $ 76.50. 50,001 - 150,000 gallons is $3.75 per thousand gallons + $164.00. over 150,000 gallons is $4.00 per thousand gallons + $539.00. Sewer rates for West Bonner Water & Sewer District will increase from $53.00 to $54.00 as follows: A residence is called an e.u. (equivalent user) and the rate is set at $52.00 per e.u. for residential and $52.00 per e.u. for commercial. All commercial accounts will be charged a 2 e.u. minimum charge unless their water usage is more than 24,000 gallons per month, in which case one e.u. will be added for each additional 12,000 gallons of water usage per month. Trailer parks are charged one residential e.u. per trailer. Apartment buildings are charged one residential e.u. per apartment. User categories are: Residential Commercial New bills will be: Residential - $39.00 water 54.00 sewer $93.00 total Commercial - $39.00 water 108.00 sewer minimum $147.00 total A late payment is any payment not received by midnight on the 15th. There is no grace period. A flat late fee of $2.00 for water and $3.00 for sewer will be added to bills per Resolution 2019-2. A $5.00 door hanger fee to warn of a “48 hour Shut off” will be charged to customers who are at risk of loosing water services. New Hookup Fees are as followed: I understand that in order to hook up to the water system, I must meet the following requirements: 1. A water hookup fee of $10,000.00 plus the cost of materials and main extensions must be paid before any work may be started. The owner will be responsible for installation and maintenance of any private lines including the residence side of the water meter. 2. All encroachment permits from the City of Oldtown, Bonner County and/or neighbors must be returned to the Water & Sewer District office before any work may be started. 3. All repair of damage to streets and/or properties will be the responsibility of the owner and must be corrected within thirty (30) days of completion of the hookup. Failure to do so will result in the District repairing the damage and placing a tax lien on said property in the amount of repair expenses. 4. A shut-off valve must be installed by the applicant in the line between the water meter and the building. 5. All installation must comply with the current Idaho State Plumbing Code and be inspected by the Idaho State Plumbing Inspector for elements under State jurisdiction. I certify that I am the property owner and that only the property owner may apply for a water hookup and that the property owner is liable for all and any unpaid water bills on this account. I further understand and agree to pay any late charges or assessments that may be applied to my regular monthly billing if it becomes delinquent. The current rate for late fees is $2.00 per month on the unpaid balance over thirty days from the date of the bill. I understand that in order to hook up to the sewer system, I must meet the following requirements: 1. A hookup fee of $10,000.00 must be paid before any work may be started. 2.
