Project Name: Grant County International Airport Taxiway G Reconstruction Project Description: The Port of Moses Lake (Port) proposes the Grant County International Airport Taxiway G Reconstruction Project to reconstruct approximately 2,400 linear feet of Taxiway G, from the intersection of Runway 32R to approximately just south of the Taxiway G2 intersection. Connector Taxiway G1 will also be reconstructed. The taxiway and connector will be reconstructed to meet current Federal Aviation Administration standards for TDG-6 aircraft and includes taxiway edge light base cans and replacement of one lighted sign. The optional MDNS process in WAC 197-11-355 is being used. The following conditions are proposed to mitigate the adverse environmental impacts of the proposal: 1. Prior to issuance of any building permit, the proposed lot configuration shall be established through an approved and recorded binding site plan or other approved land division. No site improvements shall encroach onto adjacent property unless authorized by a recorded easement. 2. Obtain all required air permits for wastewater treatment operations or other processes that emit air pollutants. 3. Determine whether wastes generated by the facility are dangerous wastes under Chapter 173-303 WAC and comply with applicable requirements. 4. Obtain Ecology approval of required engineering reports and plans and specifications for industrial wastewater treatment facilities prior to construction, and obtain any required State Waste Discharge Permit under Chapter 173-216 WAC. 5. Obtain coverage under the Construction Stormwater General Permit. 6. The water purveyor shall verify that the proposed uses are within the limitations of its water rights. Obtain Ecology approval for any required water right change under RCW 90.03.380 or RCW 90.44.100. 7. No structures, uses, or activities shall interfere with or obstruct access to or use of existing PUD or public utility easements. 8. Landscaping and fencing within utility easements shall be installed at the property owner’s sole risk and expense. 9. Developer/owner shall be responsible for protecting existing PUD facilities during construction. 10. Obtain Grant PUD utility service approval and pay all applicable fees prior to connection. 11. Obtain Grant PUD approval of electrical service and transformer locations prior to construction. 12. Grant PUD shall retain ingress and egress rights within utility easements for maintenance and operation. 13. Obtain approval through applicable easement extinguishment or alteration processes and complete required utility locates before removing or altering any utility easement. 14. New plats shall dedicate public utility easements along all lot lines, as required by the utility provider. 15. Engineering plans, water capacity analysis, and traffic impact analysis, as applicable, shall be reviewed and approved by the City Engineer prior to construction.
