Kalispell City Council on Monday night will consider approving the second phase of a large subdivision located off Foy’s Lake Road.

Council meets at 7 p.m., Feb. 2 in City Hall, 201 First Ave. E.

Bison Hill LLC submitted the request for a preliminary plat that represents the next phase of development within the large, planned neighborhood already approved by Council. Mountain View encompasses 171 acres filled with single-family homes, townhomes, cottages and multi-family homes, according to a project description by Teton Land and Development Group.

Phase two consists of 51 residential lots for single-family detached dwellings and townhomes on about 14 acres. Kalispell’s growth policy zones the land for suburban residential use.

The lots will be placed along the north side of Foy’s Lake Road and run up against the west side of the U.S. 93 Bypass. The developer is required to incorporate noise mitigation measures to dampen the sound of the highway.

The Planning Commission recommended the development over to Council after receiving one comment from the developer during a Jan. 13 public hearing held.

COUNCIL WILL also consider extending the preliminary plat for two phases of development at Spring Creek Park by two years.

The subdivision’s preliminary plat was approved in March 2023 and is valid until March 2026.

“We have been making progress on this plat, but continue to deal with the pressures of inflation, market fluctuations and labor shortages throughout this 3-year approval,” read the request from developer GKM Associates, LLC.

The plat contains 22 lots on 50 acres by the intersection of Three Mile Drive and West Spring Creek Road. The proposal designates 18 lots for single-family units, three for multi-family and one for commercial purposes.
