KELLOGG — A woman was arrested and four dogs were taken into protective custody following a low‑speed chase on Interstate 90 that ended at a Kellogg gas station early Saturday morning.
Just after 5 a.m. Jan. 31, Christina Warnock, 58, of Boise, was arrested after a pursuit that began in Pinehurst and continued onto I‑90. She was initially booked on charges of felony eluding, reckless driving and obstructing or resisting an officer, according to police.
According to a Shoshone County Sheriff’s Office report, Deputy David Stanton responded to a call about a suspicious vehicle circling a parking lot in Pinehurst, with a report that a person was hanging off the back of the truck.
Stanton reported locating the vehicle and observing multiple traffic violations, including failure to stop before entering roadways, failure to signal turns and erratic driving through parking lots, campgrounds and city streets. When Stanton activated his overhead lights to initiate a traffic stop, Warnock did not stop and instead continued driving at slow speeds while repeatedly changing direction before entering Interstate 90 eastbound.
While Stanton followed Warnock through Pinehurst, Officer Dameon Groves of the Kellogg Police Department arrived to assist. According to the report, Warnock traveled between 45 and 50 mph on the interstate, allowing Groves to deploy spike strips near Smelterville.
The spike strips disabled the vehicle, but Warnock continued driving toward Kellogg. She exited I‑90 and turned left onto Bunker Avenue, failing to stop at the stop sign at the Bunker Avenue and Cameron Avenue intersection before stopping at the Gondolier gas station.
Officers attempted a felony traffic stop at the gas station, but Warnock refused multiple commands to exit the vehicle or put her hands up, according to the report. Officers gained entry by breaking the driver’s window. After being removed from the vehicle, Warnock made statements claiming President Donald Trump was on the roof of her truck and that he had eaten her Chihuahua, according to police.
After Warnock was taken into custody, Cpl. Darius Dustin of the Shoshone County Sheriff’s Office assisted with a vehicle inventory. Four small dogs, including a Chihuahua, were found in the bed of the truck. At least one dog was reported to be in poor health. All four dogs were turned over to Shoshone Pet Rescue.
During her first court appearance on Monday, Warnock was formally charged with misdemeanor fleeing or attempting to elude an officer and misdemeanor resisting arrest.

In 2020, Kellogg and neighboring municipalities sought updated river flow data from the U.S. Army Corps of Engineers, whose long‑term monitoring showed flood levels lower than those reflected in FEMA’s maps. Using that data, Kellogg submitted a Letter of Map Revision, or LOMR, to FEMA in early 2021, arguing that flood levels shown as 100‑year events would likely require flows closer to a 500‑year flood to reach projected elevations.
