NO. 31826 Partial Bond Release and Comprehensive Bond Review, Montana Limestone Resources LLC (MLR), Hard Rock Mining Operating Permit No. 00186 Legal Notice Partial Bond Release and Comprehensive Bond Review for Montana Limestone Resources LLC (Hard Rock Mining Operating Permit No. 00186) The Montana Department of Environmental Quality (DEQ) has received a request for bond release from Montana Limestone Resources LLC (MLR). MLR is authorized to operate the quarrying of limestone through Operating Permit No. 00186. The site is on private land with a portion of the proposed access road on State land in portions of Sections 26, 27, 34 and 35 in Township 11 North, Range 13 West. The site is approximately 2.5 miles west of Drummond, MT near highway Interstate 90 in Granite County. DEQ currently holds a reclamation bond in the amount of $116,740. DEQ is proposing to release $4,556 and retain $112,184 after both releasing bond for completed reclamation tasks and increasing the bond as a result of a comprehensive bond review. The bond release was requested by MLR for the completion of plugging and abandoning of exploration holes approved through permitting action MR22-001. The reclamation tasks were completed in 2023. DEQ has determined the partial completion of reclamation would decrease the currently required bond by $51,215, resulting in a required bond of $65,525. In addition to the request for bond release, DEQ is conducting a comprehensive bond review for Operating Permit No. 00186. DEQ has determined that the current bonding level does not represent the present costs of compliance with the Metal Mine Reclamation Act, administrative rules adopted thereunder, and the operating permit. DEQ is proposing to increase the bond by $46,659. The bond increase is largely due to changes in fuel price, equipment rates, removal of nonmobile site equipment and updated indirect costs such as mobilization, contingency, and administration. DEQ has determined the net effect on the bond from the release request ($51,215) and increase as a result of the five-year comprehensive review ($46,659) is a bond release of $4,556. The procedure for adjusting bonds as a result of a comprehensive bond review is set forth in Section 82-4-338(3), MCA. Pursuant to Section 82-4-338(5), Montana Code Annotated (MCA), DEQ may not release or decrease a reclamation bond until the public has been provided an opportunity for a hearing and a hearing has been held if requested. The permittee and the public will have until March 13, 2026, to comment on these proposed changes to the bond amount. DEQ will issue a final bond determination after the comment period has expired. The permittee, or any person with an interest that may be adversely affected by DEQ s final bond determination, may obtain a contested case hearing before the Board of Environmental Review. A written request for a hearing must be filed with DEQ within 30 days of the issuance of the final bond determination, stating the reason for the request. NO. 31846 Opportunity to comment on Comprehensive River Management Plan for the Flathead Wild and Scenic River The Flathead National Forest is seeking comments on the Draft Comprehensive River Management Plan (CRMP) for the Flathead Wild and Scenic River and its associated Environmental Assessment.  The U.S. Forest Service’s Flathead National Forest and Glacier National Park are proposing to adopt an interagency comprehensive river management plan for the three forks of the Flathead Wild and Scenic River (Flathead WSR). The primary goal of this plan is to provide management direction for protecting and enhancing the river values of the Flathead WSR. An environmental assessment (EA) has been prepared, which discloses the potential effects of implementing the proposed action within the draft CRMP.
