CITY OF QUINCY REQUEST FOR STATEMENT OF QUALIFICATIONS From ENGINEERING CONSULTING FIRMS for the COLUMBIA WAY / ROAD P NW CROSSING PROJECT The City of Quincy is requesting statements of qualifications and performance information from qualified firms with expertise in Civil and Structural Engineering Design. Proposed project is estimated to start by April 15, 2026, and estimated to be completed by December 31, 2029, duration will be approximately three years with the option of the City of Quincy to extend the agreement for additional time and money if necessary The City of Quincy reserves the right to amend terms of this “Request for Statement of Qualifications” (RFQ), to circulate various addenda, to reject any or all submitted Statement of Qualifications, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Scope of Work: The work to be performed by the Consultant includes but is not limited to preliminary engineering design for the Columbia Way Road P NW Crossing project. The proposed improvements include reconstruction and narrowing of the roadway approaching the crossing, curb, gutter, stormwater system, sidewalks, new crossing panels on BNSF main track and spurs, gates, cantilevered signals, off quadrant crossbucks with signals, RR signage, and associated RR pavement markings on both sides of the tracks. The City plans to utilize a negotiated hourly rate agreement for these services. This project has a voluntary 10% SBE goal. The major features of the project are as follows. - Narrowing of roadway approaching the BNSF crossing. - Improving RR crossing. - Preparation of environmental documents and permit applications - Signal modifications and design. - Coordination with Federal, State and local agencies. - Coordination with BNSF The City of Quincy reserves the right to retain the services of the successful firm or firms for any subsequent phases associated with this project.
