PROPOSED CHANGES Idaho Medicaid intends to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS) to update the mandatory medication assisted treatment for opioid use disorder (MAT/OUD) benefit. Mandatory SPA ID-21-0005 was approved effective October 1, 2020. The SPA established coverage for the medication-assisted treatment (MAT) benefit for opioid use disorders (OUD) as outlined in CMS’s State Health Official Letter SHO# 20-005 RE: Mandatory Medicaid State Plan Coverage of Medication-Assisted Treatment (see Section 1905(a)(29) of the Act). Section 201 of the Consolidated Appropriations Act, 2024 made the MAT/OUD benefit at 1905(a)(29) permanent by removing the end date of September 30, 2025 (see State Medicaid Director Letter (SMD) # 24-004). CMS also made changes to the existing MAT SPA template. This amendment does not expand coverage to any additional individuals or class of individuals. These changes are consistent with Idaho Code 56-2201 Legislative Approval Required, Idaho Senate Bill S1108 Appropriations – Health And Human Services (2025), and Idaho Senate Bill S1201 Appropriations – Health And Welfare – Medicaid (2025). The Department intends to submit this amendment to CMS with a requested effective date of October 1, 2025. ESTIMATE OF EXPECTED CHANGE IN ANNUAL AGGREGATE EXPENDITURES There is no expected increase or decrease in annual aggregate expenditures.
