MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS’ MEETING  December 2, 2025  CLERK – Approved payment of FY26 Claims Batch #09, totaling $214,708.28.Authorized the Clerk to open the 2025 General Fund Statutory Reserve Budget and decrease line item 00112-7860 (General Fund 5% Statutory Reserve) in the amount of $41,606.34 and open: Purchasing’s budget and increase line item 00104-6120 (Retirement) in the amount of $510.36; Veterans Services’ budget and increase line item 00122-6150 (Medical Insurance) in the amount of $3,818.67; Risk’s budget and increase line item 00127-6150 (Medical Insurance) in the amount of $12,663.75; Juvenile Detention’s budget and increase line item 00661-6120 (Retirement) in the amount of $8,310.56; Health District’s budget and increase line item 011-8750 (Contracts Misc.) in the amount of $16,303.00. ENGINEERING – Motioned that the County authorize the Engineering Department to obtain qualifications from architectural firms to furnish design documents for the Bonner County Administration Building 1st Floor Remodel Project advertising solely in the Bonner County Daily Bee at current rates. PLANNING – Motioned that the Board of County Commissioners exercise its authority via BCRC 12-315(H) to interpret the zoning boundary on RP0023401002B0AA to be entirely zoned Recreation and that there are mapping discrepancies that will be correct by the County in the future. WATERWAYS ADVISORY COMMITTEE – Approved Resolution, number to be assigned, appointing Mark Knapp to fill the vacant Sagle Area position and Jennifer Arn to fill the vacant Priest Lake Area position on the Waterways Advisory Committee and complete two-year terms beginning December 9, 2025 – December 9, 2027, we will sign the amended Resolution when it is presented. ROAD & BRIDGE – Approved Resolution, number to be assigned in support of the Local Federal Aid Incentive Program: Bridge FY2026 Application for the amount of $3,842,000 and authorized the Chair to sign the application administratively. Approved this temporary property use agreement with William Befort for the construction of the Colburn Culver Rd Bridge at Pack River. PLANNING / ZONING COMMISSION – Adopted Resolution, number to be assigned, appointing James Pound to the Zoning Commission and assigning him to Position A to fulfill the remainder of the term. CLERK – Approved payment of FY26 Claims Batch #10, Totaling $878,144.78. Approved payment of FY26 Demands in Batch #10, Totaling $157,370.97. MINUTES FOR THE BONNER COUNTY  BOARD OF COMMISSIONERS’ MEETING  December 16, 2025  EMERGENCY MANAGEMENT – Approved a disaster declaration for all of Bonner County due to the extreme weather and potential danger to life, property, and structures. Approved the cooperative agreement for Emergency Flood Response Assistance between the United States Army Corps of Engineers and Bonner County, and to authorize the Chair to sign administratively. EXTENSION OFFICE – Motioned that the Board of County Commissioners confirm whether or not the amendments made in this contract were already approved at an earlier date; if it was identified that it was approved that the Board signature reflect that date, if it wasn’t approved at that date, I move that the Board approve the corrected University of Idaho Cooperative Agreement as presented on 12/16/2025 and have the Chair sign. ROAD & BRIDGE – Accepted the bid of $409,750.00 with a buy back of $340,000.00 and issue the Notice of Award to Pape Machinery Inc. for the purchase of one (1) 2026 John Deere 772p AWD grader and allowed the chairman to sign the Notice of Award. Approved The Fiscal 2025 Annual Road and Street Financial Report and have the Board certify and sign the report administratively. CLERK – Approved payment of FY26 Claims Batch #11, totaling $795,608.45. Approved payment of FY26 Demands Batch #11, totaling $80,130.71. AIRPORT – Motioned that Bonner County approve this lease assignment and that the Chair sign administratively. HUMAN RESOURCES – Approved the job description titled Human Resources Generalist Compensation and Benefits, with respect to the job description titled Human Resources Generalist Compensation and Benefits with the amendment that we leave the strikeout for department supervisor – striking out Risk Manager – with respect to the body of the job description, we leave the references to the Risk Management duties, for a point of contact for the Bonner County Risk Manager to have a Generalist assigned to perform Risk Management related duties as outlined in the job description; with respect to Human Resources Generalist, Talent Acquisition, job description I motion that we approve the job description as presented. Approved the certification pay for the two Human Resources Generalists effective for the pay day occurring on January 9, 2026.
