County approves election precincts, Microsoft migrations

SANDPOINT — In another short business meeting, Bonner County commissioners approved a small quantity of action items and discussed concerns about vandalism incidents reported in the Spirit Lake Cutoff area.
All action items were unanimously approved by commissioners Brian Domke and Ron Korn. Commissioner Asia Williams was absent from the meeting due to participation in an ASIST event.
Commissioners first approved the re-appointment of Regina “Ginger” Case to the Bonner County Board of Community Guardians for a four-year term, expiring Jan. 13, 2030. According to a memorandum submitted to the board, Case has served in good standing for the past four years and has completed all required courses and background checks.
According to the board's webpage, the Board of Community Guardians was established in 1993 and acts as a guardian for incapacitated individuals in cases where a person needs a guardian or conservator and no person/institution qualifies and is willing to act in that position.
The board currently has one vacant position.
Commissioners also approved the establishment of voting precincts for the 2026 election year. According to Bonner County Clerk Michael Rosedale, precinct boundaries will remain unchanged from the previous election cycle. Rosedale noted that the Southside precinct locations may change, pending a decision by the Church of Jesus Christ of Latter-day Saints on continued use of its facilities as polling locations.
Bonner County precincts are based on geographic location and accessibility, Rosedale said.
The Bonner County Sheriff’s Office was approved to enter into a contract with iT1 to migrate technology systems from Google Workspace to Microsoft 365. The contract totals $79,840.11, covering professional services, a migration bundle license and Microsoft 365 licenses.
Funds for the contract will come from the Justice contingency fund, as the Sheriff’s Office does not have sufficient funds in its existing budget to cover the one-time expenditure.
“The Sheriff’s Office is undertaking a required technology conversion from Google-based platforms to Microsoft-based systems to ensure continued operational integrity, cybersecurity compliance, data retention and compatibility with county-wide information technology standards,” a memorandum submitted to county commissioners stated.
Domke noted the board had previously approved the contract and funding method during a Dec. 9, 2025, business meeting, but that the memorandum with the contract was intended as a draft and contained inaccurate details. Commissioners voted to rescind the earlier approval to allow for a corrected contract.
In other business news, Domke announced during his District 1 update that the county has experienced vandalism involving firearms, with county road signs being used as targets, particularly in the Spirit Lake Cutoff area.
“I would greatly appreciate if anyone were to observe any such activity, that they notify the Sheriff’s office so that we could address that level of vandalism and lack of safety that’s occurring,” Domke said.
Vandalism of road signs was also discussed during the Road and Bridge Department’s monthly update, with commissioners and Director Jason Topp expressing concern about safety risks to nearby homes.
