Early Notice and Public Review of a Proposed Activity in a Floodplain—County of Grant (Ephrata, Washington) To: All Interested Agencies, Groups, and Individuals The U.S. Department of Justice (DOJ), Bureau of Justice Assistance (BJA), intends to fund the following proposed project under its Byrne Discretionary Grant Program (BRND). In accordance with the Department of Justice’s Floodplain Management Procedures (28 CFR Part 63) and Executive Order (EO) 11988 (Floodplain Management), BJA will complete an 8-Step Decision-Making Process to assess potential adverse effects to floodplains and explore practicable alternatives to avoid or minimize such effects. The proposed project is located at 35 C St. NW, Ephrata, Washington, 98823 (47.322028, -119.553917) on the Grant County courthouse complex. The proposed project includes demolishing an open-air breezeway between the Courthouse Annex and the Law and Justice building and constructing an enclosed and secure single point of entry for employees and the public to access all three buildings within the complex. Grant funds would also be used for the purchase of security equipment, including X-ray bag scanners, metal detectors, and hand wands. The construction activities include 1) removing the existing concrete, 2) placing new concrete in the path of travel, 3) constructing small footings to support the new structure, 4) constructing storm drainage for the new structure, 5) constructing an enclosed point of entry on top of the new concrete, and 6) installing heat, AC, lighting, and newly purchased security equipment inside the enclosed point of entry. Floodplain Determination: A review of the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps indicates the proposed project site is located in a 100-year floodplain. Given the site’s location in a floodplain, BJA has determined that the proposed project requires analysis under the 8-Step Decision-Making Process. This notice provides an opportunity for those potentially affected by activities in the floodplain and those who have an interest in the protection of the natural environment to express their concerns and provide information. Commenters are encouraged to offer alternative methods to achieve the project’s purpose and methods to minimize and mitigate impacts. BJA is accepting public comments on this notice for 15 days, from 1/22/2026 through the end of the day on 2/5/2026.
