Notice of 2025 Comprehensive Plan Amendment Adoption Public Hearing: February 3, 2026. Notice is hereby given that the City of Royal City is proposing to adopt 2025 Comprehensive Plan Amendments, including updated land use maps and revised Comprehensive Plan outdated data. After a SEPA comment period, a hearing with the City Planning Agency was held on September 4th, 2025. The council was provided with a recommendation to approve the proposed amendments on October 7th, 2025, at a regular scheduled council meeting. The following public hearing before the council is scheduled to hear final comments. Each engine and control system will be mobile and enclosed in a semi-tractor trailer. Each control system will be placed on a structure above each engine. Helical piles will be drilled for each support leg on the control system to support each unit. A Command Center will be brought on-site to monitor operations at the VoltaGrid site, consisting of a double-wide trailer with computer equipment, desks, and lavatories. Threshold Determination: Determination of Non-Significance (DNS). The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing the completed environmental checklist and supporting documents. This information is available to the public upon request at the City of Quincy Building Department, 104 B. CITY OF QUINCY NOTICE OF PUBLIC HEARING Notice is hereby given; the City of Quincy is hereby holding a Public Hearing before the Quincy City Council on Tuesday, February 3rd at 6:00 PM in the Council Chambers at 104 B St SW, Quincy, WA 98848. Description of Proposal and Project Permits: On January 6, 2026, the Quincy City Council approved application #ANNEX 2024-011, aka the AMJ Annexation, to annex parcel #200816000, which totals 56.90 acres of property within the City’s Urban Growth Area (UGA) and rezoned to Residential Multifamily (R-M) per Quincy Municipal Code Chapter 20. Per Quincy Municipal Code 17.11.020, Development Agreements shall accompany and be processed in conjunction with the underlying project permit application, approval or annexation request. Requested Approvals, Actions and/or Required Studies: The City has met with the Developer and/or Developer’s agent to discuss the required development of the property and the City’s requirements for such, and the Developer has requested that the City enter into a development agreement. Pursuant to Quincy Municipal Code 17.11.060, the City Council may only approve a development agreement by ordi=nance after the scope, content, and applicability has been subjected to a public hearing. The public is encouraged to provide written comments prior to the public hearing by 5:00 PM on February 3, 2026.
