COEUR d’ALENE — A man accused of fleeing to the Philippines amid an investigation into allegations that he drugged and raped multiple women in Kootenai County nearly a decade ago remains in jail on $1 million bail.

Michael T. Moore, 62, pleaded not guilty Wednesday to charges of rape, attempted rape and delivery of a controlled substance, all felonies. 

The charges stem from 2016, when a woman reported to police that Moore gave her an unknown substance that caused her to hallucinate and that she believed he had sexually assaulted her while she was intoxicated. The woman said she had started working as a ranch hand on Moore’s property, located in an unincorporated part of Kootenai County, about a week before the alleged assault, according to court records. 

In 2017, another woman reported that Moore had hired her to work on his property, then drugged and raped her. She told police that she was homeless when Moore hired her, desperate for a job and a place to stay. 

A third woman told police in 2017 that Moore had drugged and raped her after she went to his property in answer to an online ad Moore had placed advertising a studio apartment in exchange for work. 

When contacted by police, Moore said he had a consensual sexual encounter with the third woman, according to court records. 

A neighbor told police he had seen multiple women come and go from Moore’s property over the years, according to court records, including one woman who came to the neighbor’s residence in tears and explained she had no car to leave. The woman allegedly told the neighbor she had been working on Moore’s property in exchange for room and board and suggested Moore “expected sex” from her, according to court records. 

Moore fled to the Philippines during the investigation, before prosecutors filed charges, according to the Kootenai County Sheriff’s Office. 

The U.S. Marshals Service assisted with the investigation and coordinated with the Philippine government to find and arrest Moore earlier this year. 

After his arrest in the Philippines, police said Moore was deported to the U.S., arrested and transported back to Kootenai County, where he was booked into jail in May. 

Moore was bound over to the district court in May following a two-day preliminary hearing. 

A jury trial is scheduled for October.
