REQUEST FOR STATEMENT OF QUALIFICATIONS (SOQ) Engineering Firms with Air Quality Analysis Experience CITY OF QUINCY, WASHINGTON The City of Quincy is requesting Statements of Qualifications (SOQs) from engineering firms experienced in air quality analysis, consulting, and permitting. Services will be provided on an as-needed basis across all City municipal facilities, including wastewater treatment and reuse facilities. Services may include but are not limited to support with air quality permitting, emissions calculations and modeling, preparation of compliance reports and recordkeeping, regulatory compliance assessments, permit condition interpretation, air quality impact studies, odor and dust assessments, and equipment emissions evaluations. SOQs should include at a minimum relevant air quality project experience in the State of Washington from the past 10 years including the firm’s role and regulatory agencies involved, key staff qualifications, certifications or licenses, experience supporting Washington State municipalities in their coordination with the Department of Ecology, the firm’s general approach to providing as-needed air quality services for municipal clients, and any other information demonstrating the firm’s capability to perform this type of work for municipalities. SOQs must be submitted by email to the Q1W Project Engineer no later than July 24, 2026, at 2:00 p.m. PDT.  The City reserves the right to reject any or all SOQs, waive irregularities in the SOQ process, and determine which firm(s), in the City’s judgment, provides a complete, responsible, responsive SOQ.  Firms shall agree and understand that any documents submitted to the City of Quincy are subject to public disclosure in accordance with the Washington State Public Records Act (RCW 42.56).
