WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF 30-DAY PUBLIC COMMENT PERIOD FOR AN AIR POLLUTION SOURCE VoltaGrid – W-1 Electric Generation Plant East of Road O NW and north of Road L NW Quincy, WA 98848 We propose to approve VoltaGrid, LLC - WA-1 Electric Generation Plant (VoltaGrid) Air Quality Notice of Construction (NOC) application. VoltaGrid submitted a NOC application for their site location east of Road O NW and north of Road L NW, in Quincy. Parcel 0401414050 at Section 4, Township 20 N, Range 24 E. VoltaGrid supplies ready to use affordable, and clean power and fuel solutions for remote and grid-parallel applications. VoltaGrid is proposing to install 14 prime power natural gas generators, 30 megawatts (MWe) total power supply. VoltaGrid plans to install on the generators, selective catalytic reduction controls for nitrogen oxides and an oxidation catalyst controls for carbon monoxide (CO) and volatile organic compounds (VOCs). Emission increases from this project include: · 41 tons per year carbon monoxide (CO) · 10 tons per year volatile organic compounds (VOCs) · 8.8 tons per year particulate matter (PM) · 8.7 tons per year nitrogen oxides (NOx) · 6.3 tons per year formaldehyde (CH2O) · 6.2 tons per year sulfur dioxide (SO2) A notice of construction (NOC) air permit limits the amount of air pollutants a business can emit. A NOC permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a “pre-construction permit” because a business must have one before starting construction or operating their business. Project documents are available for review at: ecology.wa.gov/VG Ecology’s determined this proposal satisfies the requirements of Chapters 173-400 WAC, and plans to approve the application. Ecology invites the public to comment. An online public hearing will be held if Ecology determines there is significant public interest. An online public hearing is tentatively scheduled for Monday, August 10, 2026, at 6:00 p.m. If we do not receive written requests for the online public hearing by 11:59 p.m. on Wednesday, July 22, 2026, then the hearing will be cancelled. Written comments on this project are accepted during the public comment period, which begins at midnight on Tuesday, July 7, 2026, and ends at 11:59 p.m. on Thursday, August 13, 2026.
