Installation of an Allison remanufactured transmission assembly or approved equivalent. 3. In-frame rebuild of the Cummins ISM 10.8L engine, including cutting of counter bores as  needed. 5. Replacement or installation of necessary Cummins OEM or approved equivalent engine  components, which may include cylinder head, gasket sets, cylinder liner packs, pistons,  injectors, camshaft, oil pump, oil cooler, fuel injection pump, water pump, turbocharger with actuator, coolant, filters, oil, seals, shims, and related parts. 6. Completion of necessary testing, inspection, and verification following repairs. 7. NFPA annual pump testing prior to the apparatus being returned to service. All work shall be completed by, or under the direct supervision of, a licensed Emergency  Vehicle Technician mechanic or other properly qualified emergency vehicle repair technician acceptable to the City of Polson. The successful bidder shall provide documentation of  technician qualifications upon request. The apparatus shall be pump tested after completion of the engine and transmission repairs and before being returned to service. The apparatus shall not be placed back into emergency response service until the required repairs, inspections, testing, and pump test have been completed and accepted by the City of Polson Fire Department. The successful bidder shall provide all labor, parts, materials, freight, equipment, testing, and  documentation necessary to complete the repair and return the apparatus to service. Bid Requirements Each bid shall include a detailed description of the proposed work, parts to be used, labor  estimate, total bid amount, estimated repair timeline, warranty information, technician  qualifications, pump testing plan, and any exclusions or assumptions included in the bid. Anyone who would like to submit comments, or any landowner within the district who would like to protest the creation, must do so in writing to: Board of Commissioners Lake County 106 4th Avenue East Polson, MT 59860 Or by email to [email protected] If you have any questions, please contact Kate Stinger at 406-883-7278 or by email to [email protected] RESOLUTION 26-23 A RESOLUTION OF INTENTION TO CREATE THE RED OWL ROAD RURAL IMPROVEMENT DISTRICT (RID), LAKE COUNTY, MONTANA WHEREAS, the Board of County Commissioners of Lake County, Montana, is authorized pursuant to Title 7, Chapter 12, Part 21, Montana Code Annotated, to create rural improvement districts for the purpose of constructing, improving, and maintaining roadways and related infrastructure; and, WHEREAS, the improvements contemplated herein are of a type authorized by law, including roadway construction, reconstruction, paving, drainage improvements, and maintenance; and, WHEREAS, the Board finds that the creation of a rural improvement district for Red Owl Road is required in the interest of public health, safety, and welfare and will specially benefit the properties within the proposed district; and, WHEREAS, a petition for the creation of the district has been filed with the Board containing the consent of 60% of the property owners to be included within the proposed district, as required by applicable law; and, WHEREAS, the parcels proposed to be included within the district are described in Exhibit A, attached hereto and incorporated by this reference; and, WHEREAS, the proposed district lies within Lake County, Montana, outside the limits of any incorporated municipality [or state any overlap with a municipality and joint action if applicable]; and, WHEREAS, the County has provided a bid for the proposed improvements in the total amount of Fifty-Nine Thousand Forty-Four Dollars ($59,044), which bid is attached hereto as Exhibit B and incorporated by this reference; and, WHEREAS, the County does not intend to finance the cost of the improvements by advancing or borrowing the necessary funds and will solicit financing as required by law, which shall be repaid through special assessments levied against the benefited properties within the district over a period of five years, together with interest accruing over that period, to be determined at a public hearing; and, WHEREAS, in addition to the cost of the improvements and interest, the County will assess an administrative fee in the amount of Five Hundred Dollars ($500) to cover district administration; and, a 5% security reserve ($2,952.20) THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Montana, that the Board hereby declares its intention to create the Red Owl Road Rural Improvement District for the purpose of constructing, improving, and maintaining Red Owl Road and related appurtenances within the district boundaries; and, BE IT FURTHER RESOLVED, that the nature of the improvements shall be as set forth in Exhibit B attached hereto and incorporated by this reference; and, BE IT FURTHER RESOLVED, that the boundaries of the proposed district are as set forth in Exhibit A attached hereto; and, BE IT FURTHER RESOLVED, that the cost of the improvements shall be based upon the bid attached as Exhibit B, together with interest on any funds borrowed by the financial institute to be determined, for the project over a period of five years, and the administrative fee described above, and all such costs, including legal and incidental expenses, shall be assessed against the properties within the district in the manner provided by law; and, BE IT FURTHER RESOLVED, that a public hearing on the proposed creation of the district will be held on the 17TH day of August, 2026, at 11:00 am, at which time all interested persons may appear and be heard for or against the proposed district or the proposed improvements; and, BE IT FURTHER RESOLVED, that property owners within the proposed district may file written protests against the creation of the district or the proposed improvements in the manner and within the time provided by law, and that a sufficient protest may bar further proceedings; and, BE IT FURTHER RESOLVED, that the Lake County Clerk and Recorder is hereby directed to publish notice of this Resolution of Intention in a newspaper of general circulation in Lake County, Montana, and to post notice within the proposed district, all as required by law, which notice shall describe the nature of the improvements as set forth in Exhibit B, the boundaries of the district, the time and place of the hearing, and the rights of property owners to protest; and, BE IT FURTHER RESOLVED, that following the hearing and consideration of any protests, the Board will determine whether to proceed with the creation of the district and the ordering of improvements in accordance with law.
