REQUST FOR PROPOSALS MOBILIZE, STABILIZE, USE, AND DEMOBILIZE TEMPORARY BRIDGE During a flood on December 11th, 2026, storm water topped the Northern wingwall of Libby’s Flower Creek Lower Reservoir Diversion Dam which caused erosion to the supporting embankment located on the Southern edge of S16, T30N, R31W, Geocode 56-4175-16-1-01-01-000 on Montana Cadastral. A Geotechnical Engineer has been hired to complete core sampling and analysis of the material making up the embankment. To reach the embankment with a drill rig for the core samples, a temporary bridge must be used to span a roughly seventy foot (70’) portion of Flower Creek immediately below the diversion dam spillway. The city of Libby is soliciting proposals to mobilize, stabilize, use, and demobilize a temporary bridge for roughly 2 weeks during the month of June or July 2026 at the site while the core samples are to be taken. Access is off Cabinet Heights Road onto the main access road to the site. The access road narrows nearing the site and the ability to maneuver equipment is severely limited at the site. It is highly recommended that a site visit is completed prior to submitting a proposal for actual spanning distance and stabilization determination. Coordinate site visits and relate any questions to City Administrator Samuel Sikes at (406) 293-1278 or by emailing [email protected]. The temporary bridge must be capable of supporting a drill rig up to 35,000 lbs. The estimated equipment crossing the bridge will be 33,500 lbs. with a ground psi of 9.2, track surface of 3,564 square inches, ten foot wide, twenty five foot long, and 114 inches tall and must be available during the month of June or July 2026. Responses to this request shall at a minimum contain the following information: 1) Description of method for mobilization, stabilization, and demobilization. 2) Details on the dimensions and weight limitations of the bridge. 3) Summary of similar experience. 4) Cost Proposal including rental fee, mobilization and demobilization fees. The city will review proposals and select the contractor whose proposal is most beneficial to the city based on schedule and cost. All respondents agree to hold the terms of their proposal without price adjustments. The city reserves the right to reject any and all proposals for any reason including the inability of the Geotech Engineer to arrive. Any costs incurred in preparing a proposal are the respondents’ responsibility. The successful contractor will work with the city on the mobilization and demobilization dates for earlier installation or later removal and rental costs. NOTICE OF REQUEST FOR QUALIFICATIONS FOR DAM CERTIFIED ENGINEERING SERVICES. The City of Libby is requesting Statement of Qualifications (SOQ) from qualified engineering firm(s) for the design and management for the repair/replacement of a supporting wall for the Libby Lower Flower Creek Reservoir Embankment Disaster Recovery (DR) Project for which the City of Libby is receiving state and federal disaster assistance funding. In plain English, Libby needs an engineer and firm to come in to design and manage the entire repair/replacement of lower reservoir facility that was damaged in a flood to restore operations to before flood conditions. Minimum requirements include previous experience in analysis of geotechnical engineering reports and with the preparation and project management in dam or embankment projects. The lead Engineer shall be a Professional Engineer licensed in the State of Montana with demonstrated experience in dam embankment investigation, evaluation, and construction. REQUEST FOR PROPOSALS MOBOLIZE AND PERFORM 1” OVERLAY Due to an unforeseen flood event on 11 December 2026 and continual heavy truck traffic while making repairs to the lower Flower Creek reservoir, Cabinet Heights Road has deteriorated and now requires repairs. The city of Libby is soliciting proposals to mobilize and perform a 1” overlay on Cabinet Heights Road. The existing road surface has been patched in various locations with crushed rock to keep the road passable at this time. The dimensions of this overlay is roughly 1520 ft. long from the intersection on Shaugnessy Road to the main access road to the lower reservoir at an average of 22 ft. wide. All patches will be skimmed and compacted as necessary for level and soundness, and the surfacing needs to be completed during the month of June 2026 if possible.
