City of Libby, Montana Flower Creek Waste Gravel Pile Reclamation Project Invitation to Bid Bids for construction of the Flower Creek Waste Gravel Pile Reclamation Project will be received by the City of Libby until 3:00 p.m. local time on June 30th, 2026. Physical copies for the bids are required. At that time, the bids will be opened and publicly read. Project Description Work includes the grading of the existing Flower Creek Waste Gravel Pile to construct a parking area. Drainage and sediment control are key components to the project to protect down gradient vegetation and surface waters. The grading plan includes the parking pad, the associated access approach, stormwater ditch, and stormwater pond. Best Management Practices (BMP) will need to be installed and SWPPP will need to be obtained and adhered to. The project has an expected duration of 60 days. Pre-Bid Conference There will not be a formal pre-bid conference. Contractors are encouraged to visit the site. The project owner (Sam Sikes) will be available to accompany the contractor on-site. Please contact the City of Libby to schedule an on-site meeting with the City. Bidding Documents Digital copies of the Plans and Specifications (Contract Documents) are available at www.questcdn.com. Bidding documents may be downloaded for $60.00 by entering the Quest project eBid#9951215 on the project search page. There will be no refund for this deposit. Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $200.00 for each set, which is nonrefundable. Checks for bidding documents shall be payable to “WWC Engineering.” Upon request and receipt of the non-refundable document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The prospective Bidder may indicate their method of shipping, if necessary. All shipping charges will be marked up 15%. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither the Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project.
