Warrant issued for Troy man accused of probation violations

An arrest warrant was recently issued for a 35-year-old Troy man who is accused of violating his probation requirements.
Caleb Brian Kelso was due to appear in Lincoln County District Court June 8 for a revocation hearing, but he didn’t show and Judge Matt Cuffe ordered a $20,000 bench warrant for Kelso’s arrest.
His defense attorney, Maury Solomon, said he was hoping Kelso would be served with a summons to appear in court.
But deputy county attorney Lauren O’Neill said law officers had tried many times to serve Kelso.
“He’s transient and law enforcement has been unable to locate him, so a warrant should be issued for him,” O’Neill said.
Court filings showed a summons was served on April 23 to Kelso at a Bull Lake Road residence. It required his appearance on the revocation. On May 11, Kelso didn’t appear for the hearing, but Solomon said his client didn’t have a phone and questioned if he’d been served.
O’Neill said a deputy attempted to contact Kelso, but couldn’t find him.
In the petition to revoke his suspended sentence, county probation officer Vanessa Williamson reported Kelso hadn’t made any required payments since he pleaded guilty Feb. 23, 2026, to felony assault with a wea pon. Kelso received a six-month sentence with credit for 128 days served in the county jail. He also owed $585 in fines.
The conviction stemmed from Kelso attacking another man during a late-night confrontation on Oct. 19.
According to the court filing, an officer was dispatched at 12:11 a.m. to an assault in progress on the 300 block of East Spokane Avenue. While driving to the location, the officer spotted a man moving through an alleyway. The man—later identified as Kelso—was found wearing a blue jacket and hiding inside a blue shed.
When asked what happened, Kelso told the officer he had been assaulted by a man named “Bill,” who was later identified as the alleged victim. Kelso claimed the two had gotten into a verbal argument and that the victim attacked him with an axe, prompting Kelso to defend himself.
The officer located the victim, who had visible injuries to his hands and face and was bleeding heavily, according to the report.
The victim told police that when he entered his bedroom, he found Kelso inside “rambling incoherently.” After closing the door, he said, Kelso attacked him without provocation.
During the investigation, the officer reported that Kelso admitted he had been in possession of a knife but said he no longer knew where it was. Police said no knife was found at the scene and believe Kelso may have discarded it before the officer arrived.
An axe was found in the victim’s bedroom. Police said it may have been involved in the altercation, though its exact role remains unclear.
Given the presence of potential weapons and conflicting accounts, Kelso was arrested at the scene.
Kelso has a checkered past that includes a 2024 partner or family member assault (PFMA). It was dismissed when county deputy attorney Lauren O’Neill discovered evidentiary concerns. A 2017 PFMA case resulted in deferred sentence and a 2018 PFMA case was dismissed in a plea deal in the 2017 incident. He pleaded guilty to negligent endangerment in 2015.
