Cap the population

Switzerland is voting on a referendum to cap their population at 10 million. It's time! We must cap Montana's population before the barbaric hordes descend on this state. You know, the masses who are about to arrive from everywhere to escape the heat of global warming. Do this by legislation. If that doesn't work do it by a constitutional amendment.
