NO. 31903 The City of Kalispell Floodplain Administrator has received the following Floodplain Development Permit application: A request was submitted by Carver Engineering on behalf of Owl Ventures LLC for a floodplain development permit. Construction within the floodplain is limited to the outlet of the storm water conveyance system to the Stillwater River and park improvements consisting of 10- & 12-foot-wide paved access & walking trails and 5-foot-wide gravel paths with some park amenities (picnic tables, signs, dog waste bag dispensers, etc., scattered along the routes. The paved access is for City of Kalispell Public Works vehicles to reach the storm drain outlet structure for periodic inspection, maintenance and/or repairs, as necessary. A small portion of the fill for the “hammerhead” turn around at the end of the access route, approximately 570 square feet, will be located within the floodplain. The site is in Kalispell, Montana, and is more particularly described as:  A TRACT OF LAND, SITUATED, LYING AND BEING IN THE SOUTHWEST QUARTER OF THE SOUTHEAST QUARTER, AND IN THE SOUTHEAST QUARTER OF THE SOUTHWEST QUARTER OF SECTION 13, AND IN THE NORTH HALF OF THE NORTHEAST QUARTER, AND IN THE NORTHEAST QUARTER OF THE NORTHWEST QUARTER OF SECTION 24, ALL IN TOWNSHIP 29 NORTH, RANGE 22 WEST, P.M.,M., CITY OF KALISPELL, FLATHEAD COUNTY, MONTANA, AND MORE PARTICULARLY DESCRIBED AS FOLLOWS TO WIT: Tract 1 of Certificate of Survey No. 22183, records of Flathead County, Montana.  A more precise map and description of the proposal is available for review at the City of Kalispell Planning Department, 201 First Avenue East, Kalispell, Montana. Written or oral comments concerning the above request should be directed to the Floodplain Administrator, City of Kalispell, 201 First Avenue East, Kalispell, MT 59901, (406) 758-7940.
