The Flathead County Planning Board is set to review a permit that would allow for cabins at the Moose Creek RV Park and Resort in West Glacier to comply with zoning regulations.  

The planning board will review two additional applications during its Wednesday meeting, which will be followed by a workshop for a marijuana zone text amendment. A public hearing will be held for all three applications.  

The meeting will be held in the second-floor conference room South Campus Building, 40 11th St. W., Kalispell, and starts at 6 p.m.   

Joe Dee Dycus, with Moose Creek Resort Holdings, LLC, is seeking a Major Land Use permit for 22.11 acres located at 11505 U.S. 2 East and 141 Lake Five Road in West Glacier. The permit would bring the 10 guest cabins on the property into compliance, according to a staff report.  

The area is located within the Middle Canyon Zoning District of the Canyon Area Land Use Regulatory System. The Middle Canyon Land Use Advisory Committee unanimously voted on Feb. 24 in support of the application.  

In addition to the cabins, the property includes a bed and breakfast, RV park and associated amenities, according to a staff report. Areas surrounding the property are a mix of residential and U.S. Forest Service land.  

The property and its existing facilities were purchased in 2024. Previously named San-Suz-Ed, the park has operated since 1964.  

The new owners want to bring the facilities into compliance with state and local regulations with a Major Land Use permit, according to the application. A Minor Land Use permit for the expansion of the seven-bedroom bed and breakfast was approved by planning staff on Dec. 4, 2025.  

Officials from the Flathead City-County Health Department, however, objected to the operation of the guest cabins. Current public accommodation only allows for four bedrooms in the bed and breakfast, the agency stated in the staff report. The extra three rooms, two glamping pods and two cabins need a septic review and then added to the license.  

The four bunk houses also need to be added to the campground license, which will require state approval, according to the staff report. Additionally, only 53 of the 63 RV spaces are approved, and the 10 extra spaces need to be included as well.  

THE BIGFORK Fire District plans to build a fire station on 8.6 acres of land at 935 Chapman Hill Road. The area is currently zoned R-2 (one family limited residential) and allows for the development of residential lots. However, fire district officials speculated that families wouldn’t appreciate loud sirens and flashing lights from the station disturbing them through the night.  

The district thus seeks to rezone the property adjacent to Montana 35 as B-2 (general business).  

Property owners of a combined 10 acres of property at 186 and 190 Kokanee Bend Drive near Columbia Falls seek to rezone the land from SAG-5 (suburban agricultural) to R-2.5 (rural residential).  

Owners Susan and Robert Prier want to split their land at 186 Kokanee Bend Drive into two residential lots for family members who do not qualify for an immediate family transfer, according to the application. The owners intend to estate plan their property at 190 Kokanee Bend Drive.  

Each property currently contains a single-family dwelling and detached accessory structures, according to a staff report.  

Adjacent properties to the north and east are zoned SAG-5, properties to the west are SAG-10 and properties to the south are unzoned, according to a staff report. Nearby property is zoned R-1.  

The proposed R-2.5 permits agricultural uses and the development of two additional residential lots, according to a staff report. At max build out, it would generate an additional 18.86 average daily trips on Kokanee Bend Drive, a 60-foot-wide easement that provides access to 78 residences.
