REQUEST FOR QUALIFICATIONS  Construction Observation & Technical Administration Services  General Notice Southside Water and Sewer District (Owner) is requesting Statements of Qualifications (SOQ) for professional engineering construction observation and technical administration services for the following Project, in accordance with the formal Qualifications-Based Selection (QBS) process under Idaho Code § 67-2320:  Construction of a Water Operations Building State Revolving Fund (SRF) Project DW2324  Statements of Qualifications for the Project will be received at the office of the Southside Water and Sewer District located at 102 S. 4th Avenue, Suite A, Sandpoint, Idaho, until the 6th day of April 2026 at 2:30 PM local time.  The Project includes the following Work: Qualified civil engineering firms are requested to submit their qualifications to provide construction observation and technical administration services (including technical submittal reviews, RFI responses, and final project certifications) for the Southside Water and Sewer District Water Operations Building in Sagle, Idaho.  The firm’s personnel must be fully qualified to perform the required physical inspections and ensure that all construction activities and technical reviews meet all State Revolving Fund (SRF), Idaho Department of Environmental Quality (DEQ), and District reporting and compliance requirements.  The anticipated level of effort for site observation is an average of 4 hours per week over an 8-month active construction period. 3rd-party materials testing (soils, concrete, etc.) will be contracted separately by the District and is explicitly excluded from this scope. The District anticipates that the total professional service fee for observation and technical administration may exceed $50,000. The Project is anticipated to start May 1, 2026.  Per Idaho Code, selection will be based entirely on qualifications. DO NOT SUBMIT PRICING OR BIDS.
