NOTICE OF REQUEST FOR QUALIFICATIONS FOR GEOTECHNICAL ENGINEERING, INVESTIGATION, AND LAB SERVICES. The City of Libby is requesting Statement of Qualifications (SOQ) from qualified geotechnical engineering firms for a comprehensive geotechnical investigation and analysis services for the Lower Flower Creek Reservoir Embankment Disaster Recovery (DR) Project for which the City of Libby is receiving state and federal disaster assistance funding. Minimum requirements include previous experience in drilling, in-situ testing, laboratory analysis, and preparation of geotechnical engineering reports for dam or embankment projects. The lead Geotechnical Engineer shall be a Professional Engineer licensed in the State of Montana with demonstrated experience in dam embankment investigation and evaluation. The selection of the successful firm(s) will be based on an evaluation of the written responses and an interview if the City deems the latter is necessary. The award will be made to the most qualified firm whose submittal is deemed most advantageous to the City, all factors considered. Unsuccessful offerors will be notified as soon as possible.
