Kootenai Metropolitan Planning Organization  2026-2032  Transportation Improvement Program   Notice of Proposed Amendment # 6  I-90/U.S. 95 Interchange, Emma Avenue to Neider Avenue Modification of Scope and Budget  The Kootenai Metropolitan Planning Organization’s (KMPO) has received a request from the Idaho Transportation Department (ITD) to amend the current design, concept, scope and budget of the current I-90/ U.S 95 Interchange Project. The proposed changes include:  1. I-90, US-95 Interchange: Replace the US-95 Interchange, widen I-90 east to 4th Street, widen US-95 from Emma Avenue to Appleway Avenue, Environmental through Final Submittal (June – December 2026)  2. US-95, Appleway Avenue to Neider Avenue: Construct the Appleway Grade Separations, widen US-95 from Appleway Avenue to Neider Avenue, construct Appleway Avenue access improvements – Environmental Review through Final Submittal (May 2027 – January 2028)  3. 4th Street, I-90 to Anton Avenue: Add capacity and turning lanes on 4th Street from I-90 to Anton Avenue, and on Appleway Avenue near the 4th Street intersection  This amendment allows for the continued progression of the design from intermediate to final, additional environmental documentation to meet the Federal Highway Administration NEPA requirements, production of right of way plans, and ongoing stakeholder engagement. Construction is anticipated through future funding revenue sources. Additional funding request: $7,000,000 for design, engineering, environmental and final plans. Life Time Project Cost $120,850,000 (estimate).  This proposed amendment #6 to the 2026-2032 Transportation Improvement Program (TIP) is now available for public review and comment. The 30-day public comment period is from May 8, 2026 until June 8, 2026.  To view or download the proposed amendment #6 material, go to www.kmpo.net or call KMPO at (208) 930-4164 for a copy. All comments must be received by KMPO no later than Monday, June 8, 2026 through one of the following options: email [email protected]; mailing or delivering comments to KMPO, 250 Northwest Blvd. Suite 209, Coeur d’ Alene ID 83814; calling (208) 930-4164. The public review period provides an opportunity for the community to look at the proposed amendment and comment on the proposed use of State and Federal transportation grant funds prior to approving additional scope and funding for this project. Comments received during the public comment period will be provided to the KMPO Board for their consideration prior to action on the proposed amendment, as well as to the Idaho Transportation Department.  The KMPO Board will be considering an Action Item to approve the 2026-2032 Transportation Improvement Program Amendment #6 on Thursday June 11, 2026 during their regular Board meeting, located at 408 N.
